Summary

You will serve as a Contract Specialist in the Operations Division, Acquisition Directorate of the UNIF SRVS UNI OF THE HLTH SCI. The Acquisitions Directorate is responsible for the award and administration of all contracts, grants, and cooperative agreements at the USUHS. The Directorate is responsible for executing highly complex acquisition grants, and cooperative agreements required to support the University's teaching and research missions.

Duties

Help
  • You will be responsible for all pre-award and post-award functions for a variety of complex contracts and grant awards including cost or price analysis, negotiations, and administration.
  • You will secure requirements such as medical or scientific research, equipment, supplies and services using acquisition procedures detailed in the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • You will prepare solicitation packages and issues written solicitations.
  • You will conduct best value analysis in accordance with the relevant evaluation factors listed in the solicitation to determine the awardee that represents the best value or is otherwise in the best interest of the Government.
  • You will monitor contractor performance, preparing invoices, acceptance, payment and contract closeout.
  • You will prepare determinations and findings for execution by the Contracting Officer with compelling facts and citations of proper authority.
  • You will apply knowledge of appropriations law, as well as, commercial and non-commercial procurement procedures, laws, regulations, governing procurements to carry out procurement actions.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector providing assistance on contract activities or functions (e.g. cost and price analysis, solicitation, proposals, contractor performance, expenditures, or pre-award planning) to ensure the procurement of services, goods, or materials.

Education

Education may be used to substitute for specialized experience:

  • successfully completed a master's or equivalent graduate degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; -OR-
  • successfully completed two full academic years of progressively higher level graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; -OR-
  • successfully completed an LL.B or J.D.
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
