U.S. citizens, nationals or those who owe allegiance to the U.S., and excepted service employees and those who meet the five Executive Core Qualifications (ECQs). This position is also open to PHS Commissioned Corps (CC) Officers. CC Officers interested in applying for this position to serve in the SES must resign their commission, if selected. CC Officers interested in performing the duties of the position within the Commissioned Corps; can continue to serve as PHS Commissioned Corps Officer.
As Associate Administrator, OFAM, provides executive leadership to 1) serve as HRSA's principal source for grants policy and financial integrity of programs; 2) exercise oversight over HRSA's business processes related to assistance programs; 3) facilitate, plan, direct and coordinate the administration of grant policies and operations; 4) direct and carry out the independent review of grant applications for all HRSA programs; 5) exercise the responsibility for important administrative, financial and management aspects of grant and cooperative agreement receipt, award, and post-award processes.
The executive works in a collaborative manner across HRSA with the program offices and other offices to ensure the focus remains on using the grants instrument to effectively achieve HRSA's mission.
The executive ensures the financial integrity of HRSA's programs and the financial/administrative responsibility of HRSA award recipients. The executive serves as the Agency's focal point for coordinating financial audits and external financial assessments of HRSA grantees. The executive ensures that appropriate actions are taken to correct deficiencies identified through audits or other reviews or investigations. The executive applies sanctions, such as disallowing costs or terminating a grant, when appropriate.
The executive is responsible for the development, implementation and administration of HRSA-wide policies and procedures for all financial assistance devices. The executive represents HRSA on Departmental and interagency task forces to ensure that Government-wide and Department policies meet HRSA's needs. The executive plays a key role in the implementation of the Grants Administration Manual which is used throughout the Department.
The executive leads both strategic and tactical plans to ensure that financial assistance devices such as grants, loans, cooperative agreements, and scholarships are administered in a manner which complies with applicable laws and regulations. The executive provides assistance and technical consultation to program offices in the interpretation of laws, regulations, policies and guidelines relative to the Agency's grant and cooperative agreement programs. Develops and implements new or modified grants management policies, procedures and internal controls.

Qualifications
DUTIES CONTINUED:
The executive serves as the Agency's liaison with the Office of Inspector General for issues related to grants, manages and maintains the Agency's hotline for reporting fraudulent fiscal activities and establishes and maintains a risk assessment model for grantee oversight.
The executive oversees the grants management process to ensure that all required business management actions are performed by the grantee and HRSA staff in a timely manner, both prior to and after the award of the grant.
The executive manages the independent review process for competitive HRSA grant and cooperative agreement applications, ensuring that the review is fair, consistent and in accordance with Departmental policies.
Is responsible for the effective management of resources through subordinate staff and makes decisions and/or recommendations which materially influence ultimate decisions in all areas of operations including manpower, fiscal, logistics and other resources required to carry out assigned functions in an effective manner.
