Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), Deputy Inspector General for Policy and Oversight, Audit Policy and Oversight in Alexandria, VA. In this position, you will be responsible to perform broad and complex projects for the Audit Oversight Team. The team provides policy direction and performs oversight of DoD Components on matters related to contracting official actions in response to contract audit reports.

Duties

Help
  • Performs oversight, quality assurance, or other types of reviews that include evaluating audit documentation, reports and other products for technical competence, adherence to auditing standards, completeness of coverage,and significance of findings.
  • Interprets audit and attestation engagement policies and other standards, providing for consistent application.
  • Provides technical audit advice and guidance internally and externally on audits, attestation engagements, non-audit services, and contracting official actions related to disposition of audit results.
  • Performs broad and complex projects and other assigned tasks relating to the development, improvement, evaluation, and effective accomplishment of audits, attestation engagements, and contracting/acquisition official actions on DoD programs.
  • Recommends new or amended regulations, policies, procedures, and standards related to DoD activity to ensure adequate accountability and reporting.
  • Develops and revises DoD standards, directives, instructions, manuals and other guidance as necessary relating to overall mission, functions, objectives and responsibilities of DoD organizations.
  • Represents the OIG when dealing with internal and external government agencies and outside organizations as it relates to assigned matters.

  • Current DoD civilian employees are not required to conduct drug testing if moving from one Testing Designated Position (TDP) to another TDP with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement, you must meet the specialized experience described below.

Specialized Experience (GS-13): You must have at least 52 weeks of specialized experience at the GS-12 or equivalent experience demonstrating skill in the following areas: analyzing work related to developing and executing contract audit reports, conducting oversight reviews of contract audits, and the oversight and analysis of contracting official actions related to the contract audits. Skills should include a working knowledge of forward pricing audits, incurred cost audits and other types of contract audits; the Federal Acquisition Regulations (FAR), FAR Part 31, Cost Accounting Standards compliance and writing reports and other products providing overall review results and recommendations.

Specialized Experience (GS-14): You must have at least 52 weeks of specialized experience at the GS-13 or equivalent experience demonstrating skill in the following areas: analyzing work related to developing and executing contract audit reports, conducting oversight reviews of highly complex contract audits, and the oversight and analysis of contracting official actions related to the contract audits. Skills should include a working knowledge of forward pricing audits, incurred cost audits and other types of contract audits; the Federal Acquisition Regulations (FAR), FAR Part 31, Cost Accounting Standards compliance and writing reports and other products providing overall review results and recommendations.
