Summary

As Associate Executive Director (AED) for Plant Protection and Quarantine’s Science & Technology Core Functional Area (CFA), you will participate in the overall planning, coordination, and direction of APHIS’s plant health programs and provide advice to and collaborate with the S&T Executive Director (ED) in the formulation of broad policies and overall planning to implement APHIS’s Plant Protection Programs.

Duties

Help

The duties may include, but are not limited to:

  • Provides leadership and direction in evaluating the effectiveness of program operations based on operating plans, utilization of resources, and the qualitative value of the end products or results.
  • Participates in the evaluation and coordination of program requests in terms of budgetary planning systems, and in the development of recommendations of the Administrator and Deputy Administrator.
  • Coordinates the formulation of policy and program recommendations and coordinates with other organizational units and public and private user groups.
  • Helps determine policy and plans for implementing programs; and recommends and justifies those requiring approval by higher authority.
  • Assists in coordinating PPQ’s methods development and technology transfer activities nationwide in order to prepare and respond to threatening pests and diseases.
  • Participates in the development of APHIS’s strategic and tactical biological efforts nationwide, thereby enhancing the delivery and integration of biological control with various cooperators.
  • Develops specialized training programs with APHIS resources as well as in partnership with academia and industry, and conducts or facilitates the training programs.
  • Provides oversight of epidemiological expertise for the Agency in order to effectively protect agricultural resources and the environment of the United States as to promote agricultural trade.
  • Oversees the development and optimization of pest exclusion methodologies and techniques in order to improve efficiency and effectiveness of the Agricultural Quarantine Inspection (AQI) program.

Special Conditions:

  • Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.
  • Successful completion of a 1 year probationary or trial period (if new hire to the Federal service).
  • This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation in telework is at the discretion of the supervisor.
  • Subject to one year supervisory/managerial probation period (unless prior service is creditable). New USDA Supervisors must successfully complete all components of the required new supervisory training program before the end of their probation period.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent of this position will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR, Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Broad experience in the agricultural and natural sciences with a focus on pest and disease management, regulatory programs and/or crafting or supporting policy.
  • Experience or training in program strategic planning, business planning, organizational development and management, project management or public administration.
  • Experience managing a large number of critical or emerging, high visibility agricultural programs simultaneously.
  • Experience communicating scientific advice, policy recommendations and technical information, including advocating organizational viewpoints, to governmental agencies, academia, or key public interest groups.
  • Ability to formulate, advance or defend short- and long-term budgets, including experience planning and managing the use of resources to meet immediate- and long-term objectives or performing the necessary decision-making and problem solving required for program execution.
  • Experience managing and working with a diverse cadre of program leaders and staff in matters of scientific program administration, organizational advancement, and personnel management.

TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency. (Extensive periods of time may be designated for overnight details.)
