Summary

Duties

Help

a. Interfaces with Pharmacy ADP Applications Coordinator and those from other services for purposes of information sharing and coordinating interrelated projects in a courteous, helpful, tactful, and professional manner. Serves as backup coverage for Pharmacy ADP Applications Coordinator.
b. Responsible for appropriate vendor review and selection, purchase, implementation, and superuser training of computer or automation software or hardware.
c. Serves as the Omnicell and ScriptPro Project Manager for the Pharmacy Service.
d. Accurately maintains all files supporting Pharmacy Service related integrated technologies including but not limited to Alaris Guardrails and Omnicenter Items database
e. Assists in accurately maintaining Pharmacy files for optimum function of pharmacy packages and other Medical Center packages.
f. Manages all aspects of pharmaceutical integrated technologies for the Pharmacy Service, including policy development, quality resources and specialty functions to optimize cost effectiveness and patient outcomes.
g. Coordinates, interfaces and manages all Information Technology aspects with ITS and/or Biomedical Engineering. Serves as the Pharmacy Service liaison to the IT,Clinical Informatics, and Biomedical Engineering services.
h. Troubleshoots all pharmaceutical integrated technology problems within the service.
i. Provides oversight for all aspects of the repackaging operation including quality assurance, inventory control, and satellite re-stocking.
j. Provides oversight for and maintains all aspects of the inventory management, inventory control, and drug accountability programs such as Pandora ?.
k. Responsible for the development and production of pharmaceutical integrated technologies related administrative reports for divisions of Pharmacy as required or assigned.
l. Works with Pharmacy Leadership to assure accurate collection and reporting of resource utilization data. This includes activities in the area of DSS, CDR, AMIS, and others as assigned by the Chief or Associate Chief, Pharmacy.
m. Assists in training and coordination of new and existing pharmacy employees on how to operate computer packages and automation accurately, efficiently, and responsibly,

Work Schedule: Monday through Friday, 40 hours per week, may include overtime, shift, weekend and Holiday work.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Preferred Experience:
The Pharmacy Service Program Manager, Pharmaceutical Integrated Technologies must be a licensed pharmacist, with a Pharm.D., preferably with accredited residency in pharmacy informatics or equivalent experience, demonstrating competency. This person is responsible to direct and coordinate all Pharmacy Service related integrated technologies. The individual will report directly to the Chief of Pharmacy. The incumbent is responsible for providing leadership, direction, organization, planning and implementation of technologies and related activities.

Must be a licensed pharmacist, preferably with a Pharm.D., and have completed a residency or fellowship, or other equivalent experience.

Grade Determinations: GS-12 Clinical Pharmacist (Full Performance Level)
(a) Experience or Education. In addition to the basic requirements, candidates must meet one of the following:
1. 1 year of experience equivalent to the next lower grade level, or
2. Completion of an ACPE-accredited Pharm.D. program.
(b) Assignment. A pharmacist in this assignment handles routine medication-related activities in accordance with local, Veterans Integrated Service Network (VISN), and national policies and regulations. These include, but are not limited to: reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, nonformulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution. Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):

1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

GS-13

(a) Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
3Clinical Pharmacy Specialist. The clinical pharmacy specialist (CPS) functions at the highest level of clinical practice, works independently under their scope of practice as defined by the individual medical center to directly care for patients. A CPS plays a defined role in budgetary execution and serves as a mid-level provider who functions to initiate, modify or discontinue medication therapy and as a consultant for intensive medication therapy management services. This includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. Pharmacists assigned to this position must demonstrate the following KSAs:

a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

The full performance level of this vacancy is GS-13.

Physical Requirements: This position requires visual acuity (depth perception and ability to distinguish basic colors and shades of colors), near vision correctable at 13 to 16, and far vision correctable in one eye to 20/20 and 20/40 in the other and keen hearing. This position requires potentially long periods of walking (8 hours) and standing (8 hours). The incumbent may be required to do moderate lifting and carrying of 15 to 44 pounds. Both hands and legs are required along with the use of all fingers. Tasks listed will be performed intermittently over the course of the scheduled tour of duty. Employee must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

In compliance with VA Directive 1192, annual influenza vaccination will be required for all VA Employees. The vaccination will be provided by or proof of the vaccination must be provided to the VA Facility's Occupational (Employee) Health Office on an annual basis
