Duties

Help

As Chief Information Officer (CIO) this position serves as principal advisor and consultant to the NASA Langley Research Center Office of the Director, Agency Chief Information Officer, Center organizations, and other Centers in matters concerning information technology (IT) activities. The CIO manages the full range of information systems and services to support Center programmatic, engineering, scientific, and administrative functions. This includes planning, engineering, acquiring, and operating computer systems, including voice, data, and video networks, as well as the acquisition of software products and the development of application software. In addition, the CIO has Agency-wide responsibility for the Agency Scientific and Technical Information (STI) Program, whose mission is the collection, archival, storage, cataloging, retrieval, and life-cycle management of NASA-generated STI.

The CIO ensures that Langley Research Center?s investments in IT are in alignment with the Agency?s Information Resources Management (IRM) Strategic Plan and that the Center complies with the NASA Capital Planning and Investment Control (CPIC) process in establishing the Center IT Investment Portfolio. This position establishes and manages a Center IT Security program in accordance with Federal and Agency guidance. The CIO has Center-wide responsibility for a broad range of IT activities including planning, enterprise architecture, security, program integration, standards, and policy.

This position represents the Center as a member of the NASA CIO Board, and is responsible for integrating, verifying, and communicating the Center?s requirements, issues, and concerns on Agency-wide matters under Board consideration. Board responsibilities also include supporting the NASA CIO by remaining cognizant of current and planned Agency-wide systems and services and coordinating Center participation in Agency-wide CIO initiatives. The CIO ensures that relevant policies, decisions, and positions are effectively communicated externally and internally, and that issues relating to or impacting the Center, its mission, and its capabilities are considered and acted upon.

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. TECHNICAL QUALIFICATIONS:
1. Demonstrated success in providing executive level leadership and management of enterprise-wide IT for a large, complex, technology-oriented organization, including IT infrastructure management and consolidation, enterprise applications, IT governance, enterprise architecture, integrated IT service delivery, IT security, and IT portfolio management.

2. Demonstrated ability to manage major IT transformation initiatives including organizational and IT delivery model changes to provide IT that enables the success of the organization.
