This position is located in the Financial Crimes Enforcement Network, Management Division, Office of Security. The primary purpose of this position is to serve as the focal point and technical authority for the administration of FinCEN's industrial security program.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Planning, developing and implementing industrial security policies and procedures to ensure classified material, including TS/SCI material, is released only to cleared contractors and that classified contracts are not awarded to uncleared contractors;
  • Monitoring, approving, advising, and/or preparing all security and administrative processes required during the course of classified contracts to include security classification specification, release of classified documents, certification of need-to-know, visit authorizations, downgrading instructions, and return/destruction of classified material or authority to retain classified material at contract completion;
  • Reviewing contractor reports, determining whether to release reports, and annotating appropriate statements. Reviewing statements of work to determine if the program will require access to or generate classified information, is subject to export controls for sensitive but unclassified information, or that access to intelligence material is not required;
  • Providing foreign release determination for each solicitation or notes that solicitation is unrestricted. Establishing program covering such matters as: determination of foreign ownership or influence; classification and clearance levels required for contractor performance; product classification; and access to communications security, intelligence or organizational information.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in ALL of the following:
- Assisting with the planning and development of security policies and procedures; and
- Preparing security and administrative processes required during the course of classified contracts; and
- Determining classification, clearance levels and appropriate access to sensitive and/or classified information; and
- Assisting with foreign release determinations for solicitations.

Examples of qualifying experience include:
- Conducting inspections, surveys and investigations of government or nongovernmental facilities and personnel in order to determine protection of sensitive materials/information and compliance with laws and regulations; or
- Serving as a technical contact for a wide variety of security management functions such as the National Industrial Security Program (NISP), Foreign Ownership Control or Influence (FOCI); or
- Conducting security surveys of assigned contractor facilities and pre-contract award surveys; or
- Reviewing contract documents, program security classification guides and Contract Security Classification Specifications
 
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

OR

You may substitute education for specialized experience as follows:
a Ph.D. or equivalent doctoral degree; OR
3 full years of progressively higher level graduate education leading to such a degree; OR
A LL.M., if related; OR
Have a combination of specialized experience and graduate level education. Only graduate level education in excess of the second year may be used as qualifying when combining education and experience.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9 level for 52 weeks.
