Summary

The HR Specialist provides executive HR services to senior executives similar to duties contained in the full performance level of the position.
Provide executive HR services to senior executives assigned to the VACO, VHA, VBA, BVA and NCA organizations. The Operations Division is also responsible for a wide range of activities that support and promote the Senior Executive Service (SES), Senior Leaders (SL) operations in VA.
Provide comprehensive staffing and placement services to VACO, VHA, VBA, BVA, and NCA organizations;
Coordinate with and advising VA HR specialists on technical issues involving recruitment and placement actions;
Perform internal placement duties including conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates;
Develop policies, programs and procedures on position identification and management, position classification, recruitment, placement, removals, pay and leave administration; and
Provide expert technical advice and assistance to the DAS/CSEMO, VA Executive Resources Board (ERB) members, administrations and staff offices.
Facilitate work management and promotes effectiveness and efficiency of the Operations Division. Within assigned areas, conducts job analysis on senior executive positions using research, interview, observations and analytical techniques to gather, document and analyze information to develop qualifications rating factors.
Determine appropriate rating and ranking selective factors and develops crediting plans to assess varying degrees of position qualifications. Explains and advises VA senior management officials, administrations and staff offices HR representatives on all matters dealing with the recruitment and staffing, pay setting, processing of personnel actions of VA's SES, SL and Scheduled C employees.
Review the recruitment process and submissions to assure all legal and regulatory requirements are met, including proposed executive qualification requirements, Executive Core Qualifications (ECQ), outreach efforts and ERB operations. Develops and maintains effective outreach plans to identify high quality candidates and further affirmative action efforts.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service). Specialized experience is defined as: providing routine consultation, advice and assistance on various HR matters involving one or more specialty area: recruitment and placement, classification, employee relations and labor relations; providing authoritative advice and assistance to all levels of management officials and employees; and preparing and delivering presentations to organization staff members detailing personnel programs.

GS-09: master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
