The Human Resources Assistant (Rec & Plac.) position is located in the Department of Veterans Affairs (VA), Office of the Secretary (OS), Corporate Senior Executive Management Office (CSEMO). CSEMO's mission is to recruit, develop, retain a cadre of people-centric, results-oriented, forward-looking senior executives who are committed to serving Veterans. The HR Assistant performs administrative and technical assignments similar to duties contained in the full performance level of the position.

Duties

Help

Tasks involve progressively more difficult assignments that are essentially and substantially identical to the duties and responsibilities in nature however, assignments are limited in scope and depth.

  • Completion and full accuracy of all SES, SL, PAS, Schedule C, SES EQV personnel actions coded into the HR Smart personnel system; ensuring senior leaders are paid correctly and in a timely manner.
  • Input all required HR personnel data into VA's automated systems for SES members to include official pay records, electronic personnel files and position files. Verifies correct information is entered into both the HR Smart and DCPS systems, and identifies appropriate methods to make corrections should errors be found.
  • Work with other VA HR offices and organizations outside of the Department as required to resolve discrepancies around executive personnel and pay data, updates personnel records and maintains records associated with special pay such as awards, retention incentives, relocation incentives and the like.
  • Serve as a consultant for a wide range of HR administrative and technical activities that primarily support the CSEMO Operations team that supports the SES and Key positions in VA. Provides technical advice and guidance regarding the SES hiring process to hiring managers and other key personnel.
  • Contribute to the development of internal SOPs that improve the processes of CSEMO.
  • Receive visitors and phone calls for the subordinate organizations to CSEMO from Department officials and outside officials, e.g. Capitol Hill, the White House and private sector. Based on knowledge of and experience in the office, determine purpose of contact and assess the need for the immediate attention by a member of the staff served. In cases where direct involvement of the supervisor is not necessary, handles the situation by either addressing the need of the caller or visitor personally or designing a subordinate official to address the matter. Because of these contacts, incumbent must exercise an extremely high degree of tact and diplomacy, as well as recognize matters of a confidential and sensitive nature.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service). Specialized experience is defined as assisting with writing job announcements; reviewing resumes for qualifications, referring applicants to hiring managers; drafting letters; and processing HR or payroll data in an automated system.

OR

Applicants may substitute education for the experience required for the GS-07 level.

As a general rule, education is not creditable above GS-5 for most positions covered by the Clerical and Administrative Support Positions qualification standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

GS-7 grade level: One (1) full year (18 credit hours) of graduate level education specifically related to work in Human Resources.

Applicants may also combine education and experience to qualify at the GS-07 grade level.

To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience equivalent to the GS-06 grade level (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Physical Requirements: The work is sedentary. Work requires some walking, standing, bending and carrying light items, such as books and paper.

VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
