Duties

Help
  • Counseling, data collection, medical coordination, and procedural work related to Medical Evaluation Board (MEB) processing and Temporary Disability Retired List (TDRL) reevaluations.
  • Counsel and advise active and Reserve Component officers, enlisted and retired personnel (and their families), who are being processed through the Physical Disability Evaluation System (PDES).
  • Ensure that the individual completely understands all phases of the process.
  • Assist in preparing appeals, rebuttals, and coordinates the assignment of Soldier's legal counsel.
  • Provide information and advice on rights and benefits of uniformed services personnel, retired permanently or temporarily, or discharged for physical disabilities.
  • Interpret regulations and policies governing disability processing for Army, Navy and Marine Corps disability programs.
  • Interpret and articulate to clients the ratings justifications as outlined in the Veterans Affairs Schedule for Ratings Disabilities (VASRD).
  • Refer personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
  • Coordinate evaluation appointments and schedules for follow-up appointments.
  • Communicate effectively with angry or extremely frustrated service members, retired and family members.
  • Prepare and conduct a variety of briefings and training relevant to the PDES to the installation leadership, Officers and Senior Enlisted Officers, and administrative support staff.
  • Will use the following systems, but not limited to: Electronic Disability Evaluation System (eDES), Electronic Physical Evaluation Board (ePEB), Armed Forces Health Longitudinal Technology Application (AHLTA), Composite Health Care System (CHCS).

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Influenza vaccination requirement and is subject to annual seasonal influenza vaccination.
  • Must be able to obtain and maintain 6I-F4/340-F3 PEBLO Certification, within 180 days of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes Advise military members/retirees on the medical evaluation process by performing counseling, data collection, medical coordination and/or procedural work related to medical evaluation board (MEB) processing and/or disability reevaluations. Interpret regulations/operating procedures governing disability processing for all branches of the military. Conduct briefings and/or trainings on issues related to MEB. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
