About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Duties

Help
  • Develops and leads projects that apply Knowledge Management (KM) processes and tools to improve collaboration and business performance.
  • Improves collaboration and learning and provides a deliberate and structured framework to plan, find, capture, organize, integrate, transfer, manage, assess, and exploit individual and organizational intellectual capital.
  • Defines and establishes KM tasks, provides advice on needed resources, and monitors/oversees the progress of multiple KM projects to ensure that work is accomplished in a timely and effective manner.
  • Develops and implements policy and program guidance governing the implementation and management of KM initiatives across the organization to institutionalize KM practices.
  • Leverages Information Systems (IS) leading to the development of guidelines and detailed plans and policies for the effective and efficient utilization of KM technology resources.
  • Develops, designs, sets up, and maintains the organization?s virtual work environment for knowledge dissemination.
  • Ensures that workflow, access, KM on-boarding skills and content of the knowledge databases throughout the organization are current, relevant, iterative, non-duplicative and follow review and approval processes.
  • Develops and implements policies and directives while ensuring that content is in compliance with the organization's KM vision, goals, and the implementation plan
  • Assesses the needs of the organization?s staff and develops KM curriculum and develops and hosts knowledge management classes.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • Position is designated Emergency-Essential in support of mobilization and wartime mission.
  • TDY travel may be required 10% or less of the time.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience at the next lower grade (GG/GS-12) or its equivalent that demonstrates the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience is defined as experience in implementing, or assisting in implementing, Knowledge Management methodologies, practices, and systems applications to capture, disseminate, and share knowledge products and services.

    In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
