Duties

Help

Responsible for the direct supervision and team efforts of investigative auditors, analysts and criminal investigators assigned on investigations, while providing them with necessary information, advice, and guidance on technical situations. Resolves complaints, and identifies developmental and training needs for staff. Recommends employee promotions and recognition; coaches and develops staff; approves leave; implements performance modifications; and takes corrective actions as appropriate.

Develops and administers the OIG investigations program for the NASA installations and contractor facilities in the Office of Investigations. Plans, supervises, and personally conducts, sensitive and complex criminal investigations involving alleged fraud and violations of law, including bribery, larceny, embezzlement, collusion, conflict of interest, procurement fraud, false statements, false claims and other Federal statutes. These activities may involve and affect NASA employees or management, NASA programs, NASA contracts, contractors and contractor employees.

Conducts highly sensitive investigations into violations of criminal statutes relating to grant and procurement fraud, which may include cost/labor mischarging, defective pricing, defective parts, false certifications, price fixing, bid rigging, and product substitution. Investigations may include requests from the Administrator of NASA, Center Director or other high-ranking NASA officials, members of Congress and Congressional committees.

Administers well planned search warrant and arrest warrant executions to adequately identify and effectively mitigate risk factors. Prepares investigative reports, with responsibility for presenting necessary aspects of investigation in sufficient detail and accuracy to aid in supporting possible prosecution or administrative action. Communicates findings and evidence both orally and in writing to Assistant U.S. Attorneys in the preparation of cases for presentation to Federal Grand Juries. Testifies as a witness before grand juries, trial courts, or administrative hearings.

Maintains a good working relationship with U.S. Attorneys in the geographic area for cases referred and accepted for prosecution. Liaisons with other OIG offices and law enforcement agencies in the area to keep abreast of their operations and to seek their assistance as NASA OIG investigations may warrant.

Qualifications

To be qualified for the GS-14 grade level, your resume must reflect one year of specialized experience equivalent to the GS-13 grade level. Examples of specialized experience may include: skilled in understanding federal procurement and contracting regulations, as well as the ability to trace financial or other transactions and conduct detailed examinations of fiscal accounts and records; ability to manage and supervise a law enforcement operation comprised of investigators and other program support staff; proven skill in search warrant and arrest warrant executions; proven skill in conducting interviews and interrogations to elicit needed information; skill in using investigative techniques to conduct complex and highly sensitive criminal, civil, and administrative investigations to achieve measurable results; representing the organization as a recognized authority in the investigations field at conferences, meetings, and presentations involving issues of considerable importance; highly skilled in communicating both in oral and written format; experience in the formulation of policies, procedures, and standards of investigations; and ability to advise, brief and solicit information from Agency officials, and others, in order to exchange information, resolve investigative issues and identify emerging trends. You must demonstrate in your resume, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

Current Federal employees must have served 52 weeks at the next lower grade in the Federal Service. Time-in-grade and all qualification requirements must be met by the closing date of the announcement.

MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.

Education

TRAINING REQUIREMENTS: Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.

LAW ENFORCEMENT AVAILABILITY PAY (LEAP): LEAP in the amount of 25% has been approved for this position.

LAW ENFORCEMENT RETIREMENT COVERAGE: This is a primary/rigorous law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS). Thirty-seven (37) years is the maximum entry age for covered primary law enforcement positions to meet the requirement of 20 years of service by the mandatory retirement age of 57. Persons not appointed by the last day of the month in which the individual reaches their 37th birthday shall not be originally appointed or assigned to these positions. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment. The maximum entry age may be waived for applicants eligible for veterans' preference.
