As the Deputy Director of Sciences and Exploration, the incumbent will report to the Director of Sciences and Exploration. The Sciences and Exploration Directorate (SED) is one of eight major organizational entities comprising the NASA Goddard Space Flight Center. The Deputy Director shares, with the Director of, management responsibility for the Directorate. The incumbent's primary area of expertise and concern is the management of science organizations, science instrumentation flight development activities, human capital, and resources. To this end, the incumbent will review the Directorate's activities including the facilitating of new initiatives, and develops and executes corresponding policies, plans, goals, and procedures in concert with the Director of. In a broader sense, the incumbent also has an overall knowledge of the Sciences program, and works with the Director of in the overall management of the Directorate's activities.

The incumbent will develop strategic plans for selected missions supporting Earth and Space Science. In this capacity, the incumbent will lead the establishment and management of policies and procedures to assure effective and efficient operations for Directorate flight mission, instrument and research projects. The incumbent will lead Directorate planning to establish organization roles and allocate resources to achieve Directorate scientific objectives. The incumbent will represent the Directorate in Center senior management teams for strategic planning, mission implementation, and general management of the Center. The incumbent will represent the Agency at meetings of national and international organizations and acts as expert technical consultant for the Agency in the incumbent's area of expertise and as a spokesperson for Science for the Goddard Space Flight Center.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. TECHNICAL REQUIREMENTS:

1. Recognized in the international science community for research and publications in development and application of space technology for Earth and space science research with demonstrated capabilities in the management and leadership of science research activities. Demonstrated ability serving as an effective advocate of an organization's science objectives including effective long-range planning and implementation of space flight missions, instrumentation, technology and research.

2. Demonstrated ability to provide high quality definition and support for proposal preparation and submission, proposal advocacy on behalf of a field center organization before that agency's Headquarters organization and/or other agencies, and formulation and implementation of successful proposals, for new scientific missions, through a team approach working with executives, engineers, technologists, scientists, and administrative personnel.

3. Demonstrated ability to prepare and implement annual institutional budgets, implementation of approaches to improve operational efficiency and effective and timely performance, revisit and accommodate budget, resources, science program, congressional and other external changes affecting an organization's research programs, remaining flexible sufficient to ensure successful completion of revised programs.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
