Open to any U.S. citizen, at least 16 years old, who is a student currently enrolled for the Fall 2018 academic terms in a degree or certificate seeking program, taking at least a half-time course load. You also must have a GPA of at least 2.5 on a 4.0 scale. Applicants must have at least one year remaining in their required coursework for completion of their degree or certificate. This position is located in the Directorate of Geosciences, Earth Sciences Division, under the Internship component of the Pathways Program. As a Student Trainee (Program Specialist), you will play a key role in applying analytical and evaluative techniques to identify business process problems with a focus on supporting program and division budget activities.
Key functions of the Student Trainee (Program Specialist) position include:
- Performing a variety of duties associated with proposal processing including redacting panel reviews/summaries (non-scientific), identifying conflicts of interest (COI), and responding to correspondence and telephone calls regarding proposal policies and systems.
- Gathering data for analysis and information sharing and conducting moderately complex qualitative analyses.
- Troubleshooting systems and provide system support for basic proposal processing systems and applications.
- Providing budget support to include creating and monitoring the budget spreadsheets and conducting financial analyses.
- Managing funds in accordance with rules and regulations and guidance to properly apply legal use of appropriate funds to prepare year-end financial status reports.

Qualifications
To qualify for the GS-7, you must have 1 year of specialized experience equivalent to at least the GS-5 level. Examples of specialized experience include: Collecting data and evaluating information; Reviewing budget data to monitor expenditures; and assisting with database queries. OR Completion of 1 full academic year of graduate level education OR Eligibility under the Superior Academic Achievement Provision: Achievement of Baccalaureate and in the upper one-third of your graduating class or a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years.; OR A combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-9 level you must have one of the following: At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: Conducting analysis of financial matters to determine resources required; Using various data management systems to apply analytical techniques to identify patterns and trends, and to track and monitor analytical activities; Assisting in the performance of management studies to evaluate program success and to offer recommendations for improvement. OR A Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to a Master`s or equivalent graduate degree; OR A combination of post high school education and experience that combined meet the qualification requirements for this position.
