This position is located in the Office of Clinical and Preventive Services (OCPS), Division of Behavioral Health (DBH), within the Indian Health Service (IHS), Headquarters, located in Rockville, Maryland. The incumbent in this position serves in the capacity as full assistant to the Director, Division of Behavioral Health and is responsible for the administration and management of implementing policies and direction of the Dicrector, OCPS.
The incumbent reports to the Director, DBH.

Duties

Help

  • Supports the Division Director by proving administrative oversight of the Divisions' programs: Supports the DBH Director in activities including developing plans and strategies for the administration and delivery of behavioral health services; providing administrative policy review; and providing technical expertise in budgetary processes.
  • Supervises Division of Behavioral Health (DBH) and manages program activities: Supervise staff and manager activities and work flow including timeline adherence, on-the-job training responsibilities, workforce development, performance management, and outgoing support.
  • Provides leadership for program activities: Provide leadership for all DBH program activities, involving a wide range of professions and programs related to behavioral health to include psychiatry, psychology, social services, psychiatric nursing, and public health.
  • Plans National Behavioral Health budget activities: Provide support to the Division Director with budget planning, consultation, formulation, and execution. Prepares routine or special reports on budgetary goals and plans; manages, reviews, and coordinates contracts, grants, and agreements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing or directing a complex organization or project, including establishing strategic plans and policies; developing and presenting budgets; analyzing and evaluating behavioral health programs, such as alcohol and substance abuse, mental health, domestic violence, sexual assault or other social services programs; building and managing a diverse staff; preparing and presenting evaluations and reports; conducting or providing training on the various aspects of behavioral health programs, leading or participating in health care improvement programs/projects for behavioral health; developing, implementing, and reviewing policies, and procedures for behavioral health; and providing advice, guidance and expertise in a team environment; making oral presentation's; and preparing reports and program evaluations.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps. A one-year supervisory/managerial probationary period may be required upon selection/placement.

This position is not covered by a Bargaining Unit.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.
