Duties

Help

The individuals selected for this position will perform the following duties:

  • Serve as a Division liaison with the Office of the Secretary and Office of Public Affairs to provide information on agency activities through weekly reports and briefings papers.
  • Serve as an agency liaison for media and press relations.
  • Writes and manages the dissemination of agency press releases, and liaisons with the Office of the Secretary, Office of Public Affairs to coordinate issues relating to agency press outreach and information dissemination.
  • Writes and manages the dissemination of the agency brochures, news releases, newsletters, booklets, for dissemination as part of comprehensive information campaigns.
  • Works with organizational groups, business communities, editors of trade magazines, as well as press and other media outlets, to ensure coverage and support of EDA objectives.
  • Helps develop and implement EDA's social media program, utilizing Twitter, Facebook, LinkedIn, and Youtube platforms

Qualifications

To qualify for the GS-11:

Specialized experience: Applicants must possess one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09. Experience for this position includes:

  • Implementation of external and internal communications strategies accomplishing public relations tasks for an organization;
  • Experience writing promotional materials and developing communications through press releases, newsletters, websites, and other communication platforms;
  • Experience proofreading and editing material for clarity, accuracy and standard journalistic style compliance, monitoring news media and assisting with researching information, including news articles, studies and reports; and
  • Experience with developing communications to promote agency brand awareness.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a program analyst

Additional information

This is a term appointment not to exceed 13 months. Term appointments are non-status, non-permanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.

This position is in the bargaining unit.

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified).  Information about CTAP eligibility is on the Office of Personnel Management's Career Transition Resources website at: Workforce Restructuring

CTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. A copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your bureau/operating unit that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a work-related compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement.
  2. A copy of your SF-50 "Notification of Personnel Action", documenting your RIF separation, noting your positions, grade/band level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

You will be evaluated for this job based on how well you meet the qualifications above.
