Summary
The Office of Inspector General (OIG) provides independent oversight and promotes excellence, integrity, and accountability within the programs, operations, and management of the U.S. Department of the Interior (DOI), whose mission concerns the natural resources, environment, wildlife, energy policy, scientific research, American Indian and Alaska Native trust responsibilities, and cultural and historical heritage of our nation.
This position is located in the Office of Audits, Inspections, and Evaluations (AIE). The AIE manages, supervises, coordinates, and conducts audits, inspections and evaluations relating to DOI programs and operations, including, but not limited to, waste, abuse and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As an Auditor, you will conduct performance and/or financial audits, inspections, and evaluations as a member of a team.
Develops or assists in the development of audit, inspection, and evaluation plans. Adapts the audit/evaluation plan to fit special circumstances encountered in an assigned audit, inspection, or evaluation.
Plans, performs, and leads complex projects which include reviewing and auditing procedures, systems, or programs for economy, efficiency, and effectiveness; and determining the extent of compliance with laws and regulations. Identifies, analyzes, and researches accounting and auditing issues or problems encountered.
Determines the relative significance of findings developed, assures that work performed adequately supports the conclusions reached on the basis of best practices or other rationales that contribute to positive program results and develops practical recommendations for corrective action.
Prepares work papers, interview summaries, and briefing materials covering review findings, and tracks and maintains multiple documents essential to the audit/evaluation.
Briefs management officials on findings, explains significance of conclusions, and justifies recommendations.
Males born after 12/31/59 must be registered for the Selective Service.

Successful completion of a background investigation.
May be required to complete a one year probationary period.

Auditors in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.
Qualifications
Minimum Qualification for GS-12:
Specialized Experience: 1 year of specialized experience equivalent to the GS-11 level in the Federal service, applying professional accounting and auditing theories, techniques, and methods to plan and conduct segments of performance and/or financial audits or evaluations; developing practical recommendations for corrective actions; and participating in meetings or conferences to present findings and justify recommendations.
Minimum Qualification for GS-13:
Specialized Experience: 1 year of specialized experience equivalent to the GS-12 level in the Federal service that includes planning and performing complex performance and financial audit and evaluation assignments; performing segments of comprehensive projects which include reviewing and auditing procedures, systems, or programs for economy, efficiency, and effectiveness; and briefing senior management on audit findings and justifying recommendations.
Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
Education
Positive Education Requirement
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level of the position in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

CTAP/ICTAP ELIGIBILITY - Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be rated at 85 or above on the rating criteria for the position to receive consideration for special priority selection.
