Duties

Help
  • Supervises the FOIA, PA and Civil Liberties Office staff, including Division Chiefs.
  • Assesses the overall structure, organization, and management of the FOIA, Privacy and Civil Liberties Office, and formulating and implementing appropriate changes.
  • Provides legal advice and counsel regarding FOIA and PA matters.
  • Establishes and maintains effective liaison and coordination with OIG staff.
  • Reviews, analyzes and comments on proposed legislation.
  • Communicates actions under strict time limits imposed by statue, regulations, and or court order to ensure team compliance.
  • Creates and implements processes to increase efficiency and productivity.
  • Plans and assigns work to subordinate supervisors, and teams. Establishes office priorities and program goals.
  • Establishes performance plans, evaluations, and other personal actions for the team, and clearly communicates expected standards.
  • Assigns, directs, and reviews subordinates work and applies appropriate statutory and regulatory requirements, including correctly citing appropriate FOIA and PA exemptions.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartment Information (TS/SCI) Security Clearance.
  • Permanent Change of Duty (PCS-Relocation) expenses WILL NOT BE paid.
  • If you have not previously successfully completed a probationary period with the Federal Government in a similar position (i.e., Supervisory), you will be required to serve a two year probationary period.
  • Requires 10% temporary duty travel (TDY).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD
  • unless deemed appropriate on a case-by-case basis by the gaining Component.

Qualifications

Specialized Experience Requirements: Applicants must have a minimum of 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized experience is defined as: Extensive experience as an attorney handling general legal matters of considerable complexity. The type of guidance provided should include analyzing and recommending legally acceptable courses of action consistent with applicable laws, policies, procedures and practices. Applicants must have demonstrated an in-depth knowledge and understanding of the FOIA and PA and corresponding federal regulations, Executive Orders, guidance and exemptions. Significant experience analyzing documents for responsiveness, reviewing documents for release determination, and redacting information that is exempt pursuant to the FOIA and PA. Applicants should also have appropriate skills and experience leading teams towards desired outcomes, and prior supervisory or management experience overseeing attorneys and/or non-attorneys.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To meet the basic qualifications, you must meet all of the followings:

1. Possess a J.D., LL.B., or LL.M degree from an accredited college or university.

2. Be an active member, in good standing, of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be permitted to engage in the active practice of law.
