Summary

This position is located in the Office of Congressional and Public Affairs, Maritime Administration (MARAD).

This position is established to perform staff work on legislative initiatives, active legislation, congressional correspondence, hearings, congressional visits, briefings, and internal communication.

The ideal candidate will have experience of the legislative process sufficient to research, analyze, and compile information concerning past, present, and upcoming legislation; monitor various legislative meetings/sessions; and keep senior level officials apprised of significant issues or modifications. Possesses writing, speaking, and presentation skills to interact with stakeholders as required.

Duties

Help

As a Legislative Affairs Specialist, you will:

  • Gather, exchange, monitor, and clarify information on legislative initiatives related to transportation and industry issues; preparing fact papers; briefing material and reports; and maintaining liaison internal and external to the Executive Branch in order to keep abreast of legislative initiatives.
  • Be responsible for assignments that are intermediate in difficulty requiring interpretation and adaptation of guidelines to secure results; participates in complex studies and projects designed to develop broader expertise.
  • Gather and analyze basic facts and draw conclusions.
  • Prepare briefings that will be provided to the Administrator and senior level officials in preparation for participation at congressional hearings and for other congressional contacts.
  • Provide advice and assistance, to coordinate actions, to make recommendations, to disseminate information, and to solve problems.

Qualifications

To meet the minimum qualifications for this position, you must meet the education or specialized experience requirements.

TO QUALIFY FOR THE GS-11 on Education, you must have:

  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related

FOR THE GS-11, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-09, it must include:

  • Experience working on legislative initiatives, active legislation, congressional correspondence, hearings, congressional visits, briefings, and internal communication.

You can also qualify based on a combination of education and matching experience.

FOR THE GS-12, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:

  • Experience providing authoritative advice and guidance on problems not susceptible to treatment by accepted methods; recommendations and decisions are characterized by breadth and importance in all areas relative to legislative affairs.


There is no educational substitution for experience at the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
