Gather, exchange, monitor, and clarify information on legislative initiatives related to transportation and industry issues; preparing fact papers; briefing material and reports; and maintaining liaison internal and external to the Executive Branch in order to keep abreast of legislative initiatives.
Be responsible for assignments that are intermediate in difficulty requiring interpretation and adaptation of guidelines to secure results; participates in complex studies and projects designed to develop broader expertise.

Prepare briefings that will be provided to the Administrator and senior level officials in preparation for participation at congressional hearings and for other congressional contacts.

Qualifications
To meet the minimum qualifications for this position, you must meet the education or specialized experience requirements.
TO QUALIFY FOR THE GS-11 on Education, you must have:
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
A LL.M., if related
FOR THE GS-11, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-09, it must include:
Experience working on legislative initiatives, active legislation, congressional correspondence, hearings, congressional visits, briefings, and internal communication.
You can also qualify based on a combination of education and matching experience.
FOR THE GS-12, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:
Experience providing authoritative advice and guidance on problems not susceptible to treatment by accepted methods; recommendations and decisions are characterized by breadth and importance in all areas relative to legislative affairs.
There is no educational substitution for experience at the GS-12 grade level.
