This position serves as a Staff Accountant in the Office of Financial Management. Employee performs accounting and related financial management functions. These functions include analyzing and reviewing accounting and related financial data; reconciling data from different sources; determining accounting treatment of special transactions; adapting accounting practices to meet requirements; recording transactions; and generating reports and summaries to meet current and longer-range objectives. Employee also participates in budget analysis and execution matters and the integration of budget data with accounting system information.

Help

This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Reviewing the monthly financial reports and reconciling discrepancies with the accounting service provider. Monitoring and downloading the monthly accounting statement from the Treasury system. Supporting efforts related to the development of the annual financial statements. Assuring that the accounting statements are appropriate, categorized correctly, and accurate. Preparing supporting documentation of financial statements such as unasserted claims letters. Researching questions about the treatment of accounting transactions through General Accounting Office guidelines and decisions and other sources.
  • Reviewing unliquidated balances for multi-year appropriations, expired appropriations, and the closing of all cancelled year obligations. Monitoring reimbursable orders and prepares necessary earnings documents. Analyzing variations in the subsidiary ledgers within the financial system and takes appropriate corrective actions.
  • Coordinating accounting activities with key representatives of the Treasury CFO office. Serving as a liaison with interagency groups on accounting matters. Serving as a representative or alternate representative on a number of financial and accounting working groups. Reviewing incoming materials that may impact accounting to identify changes that may impact the accounting process, such as new or modified reporting and documentation requirements.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-12: In addition to the minimum education requirements, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 11 grade level in the Federal service. Specialized experience for this position includes:

  • Utilizing the theory, concepts, principles and practices of governmental accounting; AND
  • Analyzing and reviewing accounting general ledger accounts and other financial data to reconcile financial reports and statements; AND
  • Establishing accounts receivable for fines, penalties, or delinquent debt; AND
  • Monitoring and reviewing internal accounting process controls to meet reporting requirements to comply with applicable guidelines.

Specialized experience for the GS-11: In addition to the minimum education requirements, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
  • Utilizing the theory, concepts, principles and practices of governmental accounting; AND
  • Analyzing and reviewing accounting and financial data to reconcile financial reports and statements; AND
  • Reviewing general ledger accounts and related transactions to ensure transactions are accurately stated in the financial system.
OR you may substitute education for specialized experience as follows:
  • a Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher level graduate education leading to such a degree; OR
  • have a combination of specialized experience and graduate level education. Only graduate level education in excess of the second year may be used as qualifying when combining education and experience.

Education

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.)
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, including up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
  • the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field (valuation engineering or financial institution
    examining);
  • a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting
    and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful
    completion of the 4-year course of study described in paragraph A; and
  • except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the
    specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
