Summary

This position serves as a Junior Interior Designer and the incumbent works under the general supervision of the SUPD Project Supervisor receiving technical direction and specific policy guidance from SUPD staff. Specific work is carried out under supervision of experienced staff. Work is largely evaluated in terms of work accomplished especially when uniquely different or sensitive projects are involved. Completed work is reviewed and evaluated in terms of overall effectiveness in achieving the goals of soundness of overall approach, conformance with controlling management policies, thoroughness, quality of results, and timeliness of completion.

This position is located in the Space Utilization Planning and Design Division, Office of the Director for Integrated Support Services, Office of the Chief Operating Officer.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Duties

Help

Advises on all spaces involved in new construction projects from construction drawings. Performs surveys of LC buildings to maintain current overall awareness of facilities and general environmental conditions. Reviews summary results with supervisor for next actions. Influences new construction during all phases of construction by analyzing user requirements and the availability of furnishings to satisfy needs. Prepares preliminary space plans for proposed projects, including detailed specifications, to evaluate alternatives. Works directly with support services for electrical support, carpentry, plumbing, air conditioning, telephone and computer terminal locations, changes for installation of new or change of location of furniture, and/or repair and specifications for the fabrication of shelving, cabinetry, etc. Meets with customers to confirm scope of work, document requirements; gather data relating to furniture, equipment, utilities and special needs and reviews results with supervisor for further actions.

Monitors part of a contract for furniture and furnishing goods and services. The contract provides services required by the Library of Congress when it is determined that these services cannot be provided in-house. Assists in the preparation of acquisition packages.

Develops data and information relative to space-use analysis. Collects and compiles workload statistics for use by higher-grade specialists. Assists higher-graded specialists in making initial space utilization surveys. Maintains accurate records so agencies are billed correctly. Reviews, complies and maintains, project layout drawings for all space change projects, records of all in-house and contracted surveys, portfolio file on design consultants, hardware/workstation components/office furnishings files, and interior construction materials files.

Designs specific areas of a building or facility such as the cafeteria or bathroom facilities, or a segment of the building furnishings, such as office furniture and carpet. Prepares floor plans, furnishings, and accessory selections. Completes work schedules and presentation boards as well as accurate cost estimates. Consults with customers before, during, and after when interior design needs are developed.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to implement interior design projects.

Ability to perform space planning and interior design functions.**

Ability to effectively plan, direct and manage a variety of projects given limited time and resources.

Knowledge of policies, procedures, and standards associated with interior design and project implementation for Federal buildings.

Ability to produce interior architectural and space planning drawings utilizing industry standard CAD software.**

Ability to meet and deal with others.**

Ability to communicate effectively other than in writing.
