Duties

Help

As a PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include:

  • Assists the Technical Office Director in coordination of office sponsored research and development activities; promotes the transfer of major research programs between DARPA and the appropriate Military Services.
  • Maintains technical and management liaison with responsible corporate and government officials from program inception through technology transfer or program completion.
  • Assists the Technical Office Director in defense-wide planning, especially within the context of the Defense Technology Area Planning Process.
  • Manages the Program Planning Budget System (PPBS) process.
  • Provides financial management, administrative guidance and assistance to the Office Director, to ensure timely development of research and development programs.
  • Analyzes contractor performance and participates in contract management reviews.
  • Provides interaction for agent/technical office in support of fiscal and/or administrative issues.
  • Establishes and oversees a program to ensure that all office projects are documented upon termination or transition.
  • Monitors related legislative process, proposals, and activity as well as attends congressional hearings.
  • Ensures all financial management of funds are allocated to assigned projects.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

You must have one year Specialized Experience equivalent to the GS-14 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:

  • Independently plan, design, and carry out R & D programs, projects, studies, and other assigned work.
  • Interpret and analyze various management and financial reports, contract costs, and schedule performance of DoD Research and Development projects.
  • Manage and oversee R & D program to ensure all office projects are complete within specified timeframe.
Specifically you will be evaluated on the following competencies:
1. Mastery knowledge of the organization and functions of the Office of the Secretary of Defense (OSD); DARPA and its mission and delegated authority; and the interrelationships with scientific and academic consortiums/organizations, Military Departments, other government agencies and private industry organizations.
2. Mastery of knowledge of laws, regulations, policies and precedents that affect DARPA program management and personnel administration.
3. In-depth knowledge of procedures and methods for Research and Development activities and business/financial management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level. Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the closing date of this announcement: 08/05/2018
