Duties

Help

As a STRATEGIC COMMUNICATION PROGRAM MANAGER you will be responsible for the following duties:

  • Serves as a Strategic Communications Project Officer concerned with formulating, articulating and executing a diverse range of strategic communications, including internal and external communications, public outreach and communication, and even planning and execution.
  • Manages the production of communications products, including writing, researching, organizing information, drafting press releases, briefings, pint papers web postings, etc.
  • Manages and executes teh NRO exhibition program.
  • Plans, designs, and implements events, exhibits, and tours to educate the general and specialized public about NRO programs, activities, and services.
  • Directs and oversees work with event sponsor organizations to procure booth space and services, meeting rooms and onsite support.
  • Monitors Intelligence Community (IC), Dept of Defense (DoD), and space community events and recommends NRO participation in support of communications strategies o include regular engagement with foundations, academia, and industry government relations points of contact.
  • Develops and procures up-to-date materials (graphics, displays, multimedia, artifacts, information handouts, educational giveaway items) for NRO booth.
  • Manages, plans, and executes the NRO Speaker Engagement Program.
  • Receives and processes speaking invitations for senior leaders of the NRO, corresponds with inviting organization, conducts research, evaluates information and makes recommendations regarding NRO participation and the level of speaker appropriate to the event.
  • Collaborates with speech writer and other staff to prepare read-ahead packages and write after action reports that capture input from the principal speaker or staff on advisability of repeating participation.
  • Orchestrates and monitors public speaking engagements, provides guidance to speakers and/or their staff, gathers and maintains updated NRO messaging for incorporation into speeches.
  • Prepares information and materials to NRO personnel speaking at schools, community groups or other public venues.
  • Tracks news media presence and keeps media relations officers and OPA management informed.
  • Manages NRO's public facing programs and responds to or otherwise handles, general requests for information received through the public facing website, email, hotline and postal mail.
  • Participates in team review of documents for FOIA releases, declassification and prepublication approval.

Qualifications

This position is a Full Performance Level DCIPS position. DCIPS Full Performance Level positions include GG-11/12. The NRO is accepting applications from current GS/GG-11 and GS/GG-12, or equivalent Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-11, GS/GG/12, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step. Those selected at the GS/GG-11 grade level may then be considered for future competitive promotion under the NRO Internal promotion evaluation process.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:

For the GG-11
  1. Employs the principles, strategies, elements, techniques and processes of public affairs to internal and external communication.
  2. Knowledge of DoD and Intelligence Community organizations, missions, relevant policies for management of DoD/IC Records Management and Freedom of Information Act/Privacy Act Programs.
  3. Reviews content and format of unclassified public websites and social media
  4. Assists in the development and procurement up-to-date materials (graphics, displays, multimedia artifact, information handouts and educational items) for agency public relations, public outreach and event planning.
  5. Prepares communications and logistical support for agency events and exhibits.
  6. Reviews format and content of publications and communications products for news releases, feature articles, pamphlets and fact sheets.
For the GG-12
  1. Applies the principles, strategies, elements, techniques and processes of public affairs to internal and external communication.
  2. Utilizes knowledge of DoD and Intelligence Community organizations, missions, relevant policies for management of DoD/IC Records Management and Freedom of Information Act/Privacy Act Programs.
  3. Oversees the content and format of unclassified public websites and social media
