Summary

This position Serves as a smokejumper, performing a variety of duties in the areas of parachute jumping and fire suppression. Upon completion of annual refresher training, is subject to work assignments throughout the Region, in any other Forest Service Region, or for other agencies concerned with managing forest or range lands. 

Smokejumpers are a national resource. Jumpers travel all over the country, including Alaska, to provide highly-trained, experienced firefighters and leadership for quick initial attack on wildland fires in remote areas.  For more information about the smokejumping program in the Forest Service visit http://www.fs.fed.us/fire/people/smokejumpers/index.html

The duty station for this position will be at one of the duty locations listed in this announcement.  Final determination of duty station will be made by the selecting official at the time of job offer. Salary range as shown is the locality pay area of Rest of U.S. (RUS). Pay rates vary depending on location and may be higher or lower than the amount shown. Duties listed are at the full performance level.

Serves as an experienced smokejumper, performing parachute jumps, and a variety of wildland fire suppression duties. Makes parachute jumps from various aircraft under many conditions while executing landings on rough terrain, open areas, mountain slopes, or timber.

Performs wildland fire suppression duties using a variety of hand and power tools (such as Pulaski, shovel, chain saw, and McLeod). 

Jumps as Initial Attack Fireboss. Determines fire strategy; makes work assignments; reviews work performance; completes fire and time reports. 

May serve in any capacity assigned such as individually, part of an Inter-regional Fire Crew, Helitack Crew, or Pump Crew. May also serve as Crew Boss, Fire Boss, or Sector Boss.

Participates in and successfully completes annual refresher training in parachute jumping, parachute handling, firefighting, and use of specialized tools and techniques. 

May be assigned to other resource management activities such as recreation, timber, or reforestation when not performing fire suppression duties.Duties listed are at the full performance level.

Primary firefighter positions include the following age requirements: Under age 37 -OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position -OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

WORK CAPACITY TEST (WCT) for certain Interagency Fire Program Management (IFPM) or Fire Program Management (FS-FPM) positions: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS, MODERATE, or LIGHT level is a condition of employment. The arduous, moderate, or light WCT is dependent on the incumbent’s NWCG (National Wildfire Coordinating Group) incident management qualifications required for their IFPM or FS-FPM position.  This announcement constitutes the required 30 days advanced notice for testing requirements.

Some Fire positions may have Conditions of Employment such as: a valid state driver’s license; a commercial driver’s license (CDL); pre-appointment and random drug testing; or a physical or medical examination. There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Your application or resume must clearly show that you possess the appropriate experience requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
 
GS-05: One year of specialized experience equivalent to at least the GS-04 grade level. OR Successful completion of a full 4-year course of study leading to a bachelors degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable; OR The combination of successful completion of post-high school education and experience. The education must have been obtained in an accredited college or university.

Specialized experience is defined as one or more of the following: Operated & maintained suppression equipment such as portable pumps or drip torches or power tools & equipment in accordance with standard safety practices. Served on a specialty crew (hotshot, helitack, engines, etc.) to suppress the full range of difficult & complex fires. Patrolled areas of controlled fires to mop-up by searching out and extinguishing any remaining burning material.

GS-06: One year of specialized experience equivalent to at least the GS-05 grade level; or one year of graduate level education in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. 

Specialized Experience is defined as one or more of the following: Performed parachute jumps under many conditions while executing landings on rough terrain, open areas, mountain slopes, or timber. Suppressed the full range of difficult and complex wildland fire using common and proven basic techniques. Served as a Squadboss on a Fire Crew or Helitack Crew or Pump Crew. Or served as Crew Boss, Fire Boss, or Sector Boss.

Medical Requirements:

• No acute or chronic eye disease. Note: Corrected distant vision must test at least 20/20 (Snellen) in one eye and at least 20/30 (Snellen) in the other. Individuals must be able to read printed material the size of typewritten characters, correction permitted.
• No acute or chronic disease of the external, middle, or internal ear. Hearing has been tested and any hearing loss I have does not exceed 25 or more decibels at the speech frequency range. A hearing aid is not permitted.
• No acute or chronic sinus disease or other nasopharyngeal conditions that interfere with distinct speech or with free breathing.
• No mouth or dental defect that interferes with proper incision and mastication of food.
• No acute or chronic disease of the lungs that impairs pulmonary function.
• No organic heart disease, valvular diseases; coronary heart disease; cardiac enlargement; angina pectoris; cardiac arrhythmia or irregularity other than sinus arrhythmia; arteriosclerosis or blood pressure readings that consistently exceed 150 systolic or 90 diastolic. Note: High blood pressure that is regulated without side effects to no more than the above systolic and diastolic readings may be qualifying.
• No acute or chronic disease of the abdomen; significant enlargement of the liver or spleen; or a hernia that interferes with lifting, stretching, bending, or working with tools.
• No acute or chronic genitourinary disease; acute or chronic prostatitis;large and/or painful varicocele or hydrocele with functional impairment; or unreconciled abnormal urinalysis findings, including drug use. Note: Diabetes mellitus may be disqualifying if means or extent of treatment and control are incompatible with working conditions.
• No restricted mobility of the spine and pelvic joints that interfere with normal function Note: Individuals cannot have any significant abnormal curvature of the spine or deformity or malformation of the parts, spondylolisthesis, or a history of herniated nucleus pulposus, with or without surgery, that may be reinjured on impact landing.
• No anomalies in the number, form, proportion, and movement of the extremities that would interfere with work function. Note: This includes non-united fractures, nonreducible dislocations, united fractures and reduced dislocations with incomplete restoration of function; amputation of arm, hand, leg, or foot; loss of skeletal portion of the thumb of either hand; loss of more than the two distal phalanges of the ring or little fingers of either hand; ankylosed joints; pes cavus, weakfoot or clubfoot, flatfoot with symptoms unresponsive to orthotics; loss or deformity of great toe or any two toes on the same foot; torn cartilage or loose foreign bodies within the knee joint; instability of the knee joint; or inadequately healed surgical procedure.
• No mental, nervous, organic, or functional neuro-psychiatric disorders likely to interfere with performance; medical history or clinical diagnosis or a seizure disorder showing systems that are likely to recur or disturbance of consciousness without satisfactory explanation of the cause; paralysis or paresis; muscular atrophies or dystrophies that would interfere with proper functioning in the position.
• No debilitating skin disease or extensive scarring that interferes with function.Any other condition or disease not included herein that will exclude you from consideration providing the condition is satisfactorily corrected.
• Height without shoes does not exceed 77 inches or is not less than 60 inches (5 ft.-6 ft. 5 in.).
• Weight is no less than 120 pounds and no more than 200 pounds without clothes.
• A tetanus immunization or tetanus booster within the last 10 years.

Selective Placement Factors:

  • GS-6 Only: A minimum of 3 months specialized experience as an active smokejumper.
  • GS-6 Only: Ability to obtain a Crew Boss and ICT5 NWCG qualifications.

These are permanent positions with varying tours of duty and may include weekend work. Some positions may have irregular and protracted hours of work. Tours of duty include full-time or less than full-time (guaranteed minimum 13 pay periods full-time employment).

Additional information

Smokejumper duties present unusual hazards and require that personnel be in excellent physical condition and possess a high degree of emotional stability and mental alertness. The health of individuals must be such that they have the capacity to meet demands for performance in the position and for human reliability. Before entrance on duty, and periodically during employment, smokejumpers must undergo a medical exam, physical conditioning, and an adeptness test. Failure to meet any of the required standards will be considered disqualifying for employment or a basis of termination.

During the training period, incumbents are continually evaluated on their ability to demonstrate a high level of proficiency in various aspects of parachute jumping and smokejumper-related tasks, including aircraft exit procedures, parachute landing falls, parachute maneuvering, timber let-down procedures, parachute and cargo retrieving, tree climbing, and chainsaw and hand tool use. Incumbents who cannot perform up to the required standards of proficiency will be terminated from the smokejumper program.

Smokejumpers must perform safely and efficiently in extreme temperatures and weather conditions, often with severe smoke and dust. Terrain may be extremely steep, uneven, rocky, and covered with thick tangled vegetation. Conditions riding in aircraft may be hot, cramped, and extremely turbulent, which may promote airsickness. The hazardous nature of the work requires that protective clothing (jump suit, helmet, boots, gloves, fire resistant clothing, etc.) be worn and protective equipment, including fire shelters, be carried.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.
