Duties

Help
  • Interpreting Mandarin Chinese from and to English with fluency and precision of vocabulary to understand and participate in any conversation, meeting, or conference.
  • Translating open source papers and speeches relating to Chinese national military and doctrine.
  • Conducting research and evaluation of Chinese National Military Strategy and Doctrine.
  • Writing detailed scholarly research papers and/or reports, and preparing briefing in support of Director approved and directed research.
  • Developing and writing supporting material for policy positions and responses for senior leadership on issues of national and international defense and security, and USAF air, space and cyberspace.

Qualifications

In order to qualify for this Language Specialist, GS-1040-12 position, you must meet the Selective Placement Factor, the Basic Requirement *and* the Specialized Experience. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

SELECTIVE PLACEMENT FACTOR (SPF): You must possess the Selective Placement Factor for this position. This SPF is a mandatory requirement that you must possess prior to entrance on duty, should you be tentatively selected. Applicants who do not meet this SPF are ineligible for further consideration. The SPF is: One year of experience performing the full range of consecutive and simultaneous interpretation from and into Mandarin Chinese and English.

*AND*

BASIC REQUIREMENT:
Option A: You must possess an Undergraduate or Graduate degree with a Major study in Mandarin Chinese from an English-speaking college or university, *OR* in English from a college or university in a country where Mandarin Chinese is the primary language, *OR* in translating or interpreting where English and Mandarin Chinese were prerequisites. Note: You must submit copies of your transcripts.

*OR*

Option B: You must possess experience in translating, interpreting, or other work requiring the use of English and Mandarin Chinese; *OR* a combination of work (that required English and Mandarin Chinese) and training at the Defense Language Institute, Foreign Service Institute, or comparable training. The following are examples of work in Mandarin Chinese that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of Mandarin Chinese.

*AND*

SPECIALIZED EXPERIENCE:
You must have at least one full year of specialized experience working as a Translator or Interpreter both from and to the Mandarin Chinese and English languages. This experience must include: (1) Interpreting Mandarin Chinese from and to English with fluency and precision of vocabulary to understand and participate in any conversation, meeting, or conference; (2) Interpreting English from and to Mandarin Chinese with fluency and precision of vocabulary to understand and participate in any conversation, meeting, or conference; (3) Translating open source papers and/or speeches from Mandarin Chinese to English; (4) Providing expertise in terminology, dialects, idioms, colloquialisms, and inflections in Mandarin Chinese; (5) Conducting complex analyses on emerging trends in military actions and doctrine, relevant to military strategy. This experience must be comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must submit the foreign country transcripts, along with the verification letter from the foreign education evaluation organization; *OR* submit the foreign country transcripts, along with the transcripts from the U.S. accredited college or university that gave full credit for foreign education coursework.
