The primary purpose of this position is to serve as a Librarian in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Duties

Help
  • Performs developmental assignments. Performs developmental assignments performs moderate difficulty where work procedures are established and a number of specific guidelines exist
  • Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity
  • Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects
  • Prepares written correspondence and other documentation

Qualifications

GS -1410-07 - LIBRARIAN:

EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.
OR
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application.

IN ADDITION TO THE BASIC REQUIREMENTS ABOVE, YOU MUST MEET ONE OF THE FOLLOWING REQUIREMENTS:

SPECIALIZED EXPERIENCE: One year of specialized experience is experience equivalent to the GS-07 level or other pay systems which includes a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
OR
EDUCATION: Two full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. NOTE: You must submit transcripts with your application.

GS-1410-09-LIBRARIAN:

EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.
OR

OR
Any veteran released or discharged from active duty within the previous two years, but due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of applicable degree, and not more than six years have transpired since completing the requirements for the degree

Knowledge, Skills, and Abilities:

  1. Knowledge of basic principles, concepts, and practices of library science.
  2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in library science.
  3. Skill in communicating factual and procedural information clearly, orally and in writing.
  4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  5. Ability to plan and organize work, and consult effectively with co-workers.

NOTE:
1. Quality Ranking Factor (Justification for quality ranking factor must be substantiated by the Job Analysis and be documented in the case file.
2. Selective Placement Factors (Must be Document on SF39A and filed in the case file)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
