What General Information Do I Need To Know About This Position?


The Pacific Island Ecosystems Research Center (PIERC) office has been located in the Hawaii National Park, HI until recent volcanic activity caused its closing. Currently the staff of the PIERC is working out of temporary office space located in Hilo, HI. It is possible that the duty station will permanently change but it is expected to remain within 30 miles of Hawaii National Park, HI.

Salary: $62,841 (Step 01) to $81,697 (Step 10); NOTE: First time hires to the Federal Government are typically hired at the Step 01.

The incumbent of this position is entitled to a cost of living allowance (COLA) of 5.08% in addition to the salary. COLA may be subject to change at any time.

Help

As a Research Ecologist within the Pacific Island Ecosystems Research Center, some of your specific duties will include:

- Conducting research addressing biological and physical processes that affect biosecurity, invasive species and disease.

- Deploying data-collection systems, and manipulate and analyze data from these systems at times using complex or novel statistical techniques.

- Writing comprehensive reports on study findings.

- Performing risk assessment (addressing specific taxa or groups of species and biosecurity procedures) and/or pathway analysis (species-based, commodity or transportation route) to assess the effectiveness of biosecurity practices, polices, and inform managers of significant findings.

- Developing plans for biosecurity and invasive species projects including estimates of personnel, equipment, materials, and schedules required carry out plans.

- Providing technical assistance to Federal, State, Territorial, International and Non-Governmental partners relative to biosecurity, invasive species and disease.

Are There Any Special Requirements For This Position?

  • Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job.
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Qualifications

BASIC EDUCATION REQUIREMENT:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester hours or the equivalent in basic and applied biological sciences. These hours must have included at least 9 semester hours or the equivalent in ecology, and 12 semester hours or the equivalent in physical and mathematical sciences.

In addition to the basic education requirement as stated above, applicants must meet one of the following to qualify for the GS-11 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-9 level in the Federal service, that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of GS-9 level work may include: 1) conducting or participating in the planning and execution of ecological research studies in the field of biosecurity, invasive species and disease; 2) performing established, standardized tests and analyses on a broad range of biological samples; or 3) conducting studies using established fact-finding and evaluation procedures.

Master's or equivalent graduate degree.

--Basis of Rating: Category rating will be used in the ranking and selection process for this position. The quality categories are Best Qualified and Qualified. Knowledge of and research experience with biosecurity and invasive species, with emphasis on the impacts and understanding the processes that affect the transport and establishment of invasive species, especially on tropical islands . Please describe your role ex: Co-investigator, Collaborator or Project chief for a government research facility, developmental laboratory, university department or laboratory, etc.

2. Knowledge of quantitative research methods to assess risk and potential impacts from invasive species introductions, including forecasting of high risk pests, pathways analysis, early warnings, early detection, and/or biosurveillance. Please include if you lead/trained others, worked independently, work was reviewed by supervisor, etc.

3. Skill in written and oral presentation of invasive species and biosecurity issues and research results to scientific colleagues, managers and policy-makers. Please include the number of presentations and publications.
