Duties

Help

Responsible for planning and conducting investigations of various violations of law, to include but not limited to computer intrusions, export control violations, theft of intellectual property, child pornography, fraud, bribery, embezzlement, false statements, bid-rigging and violations of other Federal statutes covering fraudulent activities.

Demonstrates both a rich understanding of the theoretical concepts of computer science, as well as practical problem solving skills required to construct and maintain modern-day distributed computer networks. Develops fully functional software programs and/or automated scripts to efficiently solve a variety of computer, network and data recovery problems; many of the problems require novel solutions developed under time constraints.

Establishes and maintains effective working relationships with co-workers, supervisors, program staff, NASA IT Security and IT administrators, and other federal, state, and local law enforcement officials. Effectively collaborates with diverse individuals to meaningfully contribute to the successful completion of time sensitive operational events, such as the service of search warrants. Conducts continuous outreach to relevant NASA personnel to develop and maintain a working knowledge of key NASA networked systems and programs.

Prepares well-written investigative reports and affidavits, with the responsibility for presenting necessary aspects of an investigation in sufficient detail and accuracy to aid in supporting possible prosecution and/or administrative action. The target audience for most reporting will generally consist of agents, senior agency officials, federal prosecutors and judges. Plans and executes assigned aspects of search warrant operations.

LAW ENFORCEMENT AVAILABILITY PAY (LEAP): LEAP in the amount of 25% has been approved for this position.

LAW ENFORCEMENT RETIREMENT COVERAGE: This is a primary/rigorous law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS). Thirty-seven (37) years is the maximum entry age for covered primary law enforcement positions to meet the requirement of 20 years of service by the mandatory retirement age of 57. Persons not appointed by the last day of the month in which the individual reaches their 37th birthday shall not be originally appointed or assigned to these positions. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment. The maximum entry age may be waived for applicants eligible for veterans' preference.

Qualifications

To qualify at the GS-12 level, your resume must reflect one year specialized experience which demonstrates knowledge of forensic concepts on how cloud computing and other technological advances affect the direction of computer forensics; proven skill in conducting security studies, surveys, or reviews of IT systems in order to mitigate potential cyber threats; experience in accurately diagnosing and repairing software and hardware problems often encountered through the course of constructing and operating a modern-day distributed computer network system; knowledge of forensic tool sets necessary to remotely acquire forensic images across networks; ability to work effectively with a diverse group of individuals to solve time sensitive and complex problems; ability to produce reports that are sufficiently technical as it relates to the subject matter; demonstrated ability to fully develop search warrant execution plans and oversee all assigned aspects of computer crimes search warrant operations.


To qualify at the GS-13 level, your resume must reflect one year specialized experience independently overseeing computer crimes criminal investigations; experience performing undercover operations, interviewing witnesses, interrogating suspects, and conducting search and seizure operations; developing and maintaining a cooperative working relationship with other law enforcement personnel; preparing and delivering written reports and oral briefings for use by and presentation to management officials of federal, state, and local law enforcement agencies to include attorneys and court officials; and providing armed force protection services; proven skill in operating state-of-the art computer network system and identifying potential risk.

Current Federal employees must have served 52 weeks at the next lower grade in the Federal Service. Time-in-grade and all qualification requirements must be met by the closing date of the announcement.

MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.

Education

TRAINING REQUIREMENTS: Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.
