This vacancy is for a Visual Information Specialist position at the New York Regional Census Center located in New York, NY. This position is responsible for developing partnership materials in support of the Decennial Census Operations within the assigned regional census center. The purpose of this temporary position in the RCC is to promote outreach and to help implement the Partnership Program for the Decennial Census Operations. 

This is a Time Limited Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended at management’s discretion.

The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

A trial period may be required.

This is a NON-BARGAINING unit position.

Relocation expenses will NOT be paid.

Duties

Help
  • Responsible for creating visual materials and products covering a broad range of subject matter for census field operations. Ensures that products and materials are developed to support the census effort to gain support.
  • Produces products that may include pictures for exhibits, and informational booth backdrops; creating models, murals, or electronic documents or devises to permit viewers to access desired information electronically or via the Internet.
  • Applies federal and agency printing regulations and standards when creating web design; maintaining published or digital content.
  • Creates, produces, and provides materials and products to promote partnership support for the Decennial Census with tribal/state/local governments, community-based organizations, faith based groups, schools, media outlets and other businesses.
  • Effectively create and develop types of graphics items that will inform, promote awareness and motivate cooperation from a variety of audiences in support of a program.
  • Maintains graphic materials and products for distribution to a variety of agency related events and to the general public or special interest populations as needed to support an outreach plan.

Qualifications

Specialized experience or education sought for these positions include:

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 05 level in the Federal service. Specialized experience includes experience in using and applying related creative design illustration, layouts, and formats. Experience applying federal and agency standards and regulations. Experience in developing promoting materials for distribution on a local or national level for internal and external customers.

OR

EDUCATION: Bachelor’s degree in any area with Superior Academic Achievement OR one full year of graduate education directly related to the position.

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience includes experience using desktop publishing computer graphic software and photo editing software such as: Adobe CS Suite, Microsoft Publisher to develop materials to promote awareness and support cultivating productive partnerships, for the purpose of gaining cooperation and support, with federal, tribal, state and local governments; community-based organizations; faith-based groups; schools; media outlets; and/or businesses.

OR

EDUCATION: Two full years of graduate education or master’s degree directly related to the position.

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 09 level in the Federal service. Specialized experience that demonstrates experience working across internal and external organization lines to coordinate the design and content for materials and products used for decennial partnership programs.  Experience using desktop publishing computer graphic software and photo editing software such as: Adobe CS Suite, Microsoft Publisher, Microsoft PowerPoint, and Macromedia Fireworks. Experience in maintaining a supply of graphic materials and products for distribution on a local or national level for internal and external customers.

OR

EDUCATION: Three full years of graduate education or the Ph.D., directly related to the position.

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 11 level in the Federal service. Specialized experience includes experience applying federal and agency standards and regulations, using, applying and reviewing related creative design illustration, layouts, and formats, using desktop publishing computer graphic software and photo editing software such as: Adobe CS Suite, Microsoft Publisher, Microsoft PowerPoint, and Macromedia Fireworks, developing materials to promote awareness and support cultivating productive partnerships, for the purpose of gaining cooperation and support, with federal, tribal, state and local governments; community-based organizations; faith-based groups; schools; media outlets; and/or businesses, working across internal and external organization lines to coordinate the design and content for materials and products used for decennial partnership programs and experience in maintaining a supply of graphic materials and products for distribution on a local or national level for internal and external customers.

EDUCATION:  No substitution of education for experience is permitted.

The following competencies are desirable at the full performance level of this position (FPL 12).

  1. Knowledge of utilizing a variety of visual and creative arts methods, techniques, and materials.
  2. Knowledge of desktop publishing computer graphic software and photo editing software to produce products and materials.
  3. Knowledge of video camera or digital camera usage, in order to take pictures and videos for use in the development of materials and products.
  4. Skill in adhering to agency guidelines and standards of graphic development, layout, look, and feel.
  5. Knowledge of federal, tribal, state and local governments' and/or local business and community groups organizational structures and functions.
  6. Ability to plan, design, develop, and disseminate informational materials and products to the general public or to specific target groups.
  7. Skill in creating a physical and or digital content library using authorized software to maintain a catalog and/or retrieval system for ordering graphic materials; includes archiving materials during post-decennial closeout.
