The purpose of this position is to perform medical records technical duties which include the complete and accurate process and maintenance of records by analyzing, filing, compiling, scanning, releasing information, retrieving and dispatching charts/documents within a hybrid (paper/electronic) environment. The work performed directly impacts the timeliness, and scope of health care services and treatment provided to patients. This position is located in the Medical Records Department, of Chinle Indian Health Services, Chinle, Arizona.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3.   • Retrieves, processes, ensures the chart is complete with proper identification and dispatches records to the designated clinic.
  • Performs comprehensive quantities and qualitative analysis of patient medical record daily to assure the presence of all components of the medical record are complete, valid and meets all accrediting and regulatory agencies and Medico-Legal requirements.
  • Identifies discrepancies in medical documentation and routes the medical record back to the provider/department for completion immediately.
  • Files loose documentation received daily, maintains an assigned section of records by performing monthly chart audits for misfiled records, volumes bulky charts, replaces torn record covers, converts number labels, ensures records are in sequential order.
  • Conducts archiving processes, purges, prepares and ships inactive records to the Federal Records Center for storage.
  • Performs a variety of technical medical record functions, these include, but not limited to: Processes release of information to provide continuity of care. Interviews patients for vital records, explains the birth certificate, paternity, and social security processes.
  • Scans health and/or administrative documents in the electronic health record system on a timely basis and make proper disposition according to established guidelines.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):
Candidates must have had 6 months of general experience to qualify for the GS-03 grade level; or 52 weeks of general experience equivalent to the GS-03 level to qualify for the GS-04 grade level.
GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: FOR GS-03: Successfully completed one (1) year above high school is qualifying. FOR GS-04: Successfully completed two (2) years above high school is qualifying. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

  • Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned
  • This position is covered by a Bargaining Unit.
  • This position has promotion potential to the GS-04 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
CONDITIONS OF EMPLOYMENT:
  • Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation.   • Patient privacy and confidentiality is required. Patient's problems are to be discussed only in the context of assuring professional care. The Privacy Act of 1974 and Health Insurance Portability and Accountability Act (HIPAA) of 1996, mandates that that employee shall maintain complete confidentiality of all administrative, medical and personnel records and all other pertinent information that come to his/her attention or knowledge. The Privacy Act and HIPAA Privacy carry both civil and criminal penalties for unlawful disclosure of records. Violations of such confidentiality shall be cause for adverse action.
  • Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.
  • The employee is required to work on a rotational basis for shifts, evening, weekend and holidays for those health care facilities providing after-hour services and/or extended clinic hours to support patient care services.
