This position is located in the Gila District, Safford Field Office located in Safford, Arizona. Information about Location and the Location area can be found at http://www.cityofsafford.us.

Physical Demands: The work ranges from sedentary when completing duties in the office to frequent field work requiring a considerable amount of walking, riding, stooping, bending, and lifting.

Work Environment: Office work is performed in adequately lighted, heated, and air conditioned offices. Much of the time is spent in the field where exposure to extremes of heat and cold, rough terrain, insects, snakes, and other hazards are common. The employee will carefully adhere to all safety procedures to mitigate hazards encountered.

Help

GS-05 Duties: The work of this position will serve to both train the incumbent in higher level technical range management work and to support the work of higher graded technicians and/or Rangeland Management Specialist. The duties will include but are not limited to:
-Provides technical support and assistant in range conservation, range management, and range improvement.
-Collects information from records used in the development and revision of allotment plans, monitoring/inventory plans, range improvement plans, and grazing transfers.
-Collects data in the field such as available forage, stubble height, status/condition of range improvement projects, type and location of weeds, livestock trespass, and unauthorized use.
-Participates in on-the-ground projects (i.e., water systems, fencing, cattle guards, planting/seeding of vegetation, etc.).
-Makes observations of wildlife use, may serve on fire crews.

GS-07 Duties: At this level, the incumbent provides technical support and assistance in range conservation, range management, and range improvement. The duties will include but are not limited to:
-Ensures all stipulation in grazing permits and leases under area of responsibility are complied with.
-Confers with permittees/lessees on general inquiries such as project maintenance and conditions.
-Assists in preparation of grazing lease/permits and in other range administration matters.
-Prepares billing documents, prepares range transfers documents.
-Trains and monitors crews carrying out duties.
-Conducts range studies (i.e., condition and trend, utilization, actual use, climatological, etc.).
-Coordinates with wildlife biologists and participates in identifying areas of wildlife use, needs and unique situations.
-Plans/conducts range use supervision and allotment inspections.

This position requires one year of specialized experience equivalent to the next lower grade or appropriate education, or a combination of education and specialized experience.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, you must have one year of experience equivalent in difficulty and complexity equivalent to the next lower grade in the Federal government (GS-04 for the GS-05 and GS-06 for the GS-07) of the position to be filled.

To qualify at the GS-05 level: Applicants must possess at least 1 year of specialized experience equivalent to at least the GS-4 level: Performing work in the conservation, regulation, and use of public or Federally controlled lands for grazing; conducting range research activities; working in the operation of a livestock ranch OR performing range/forest fire control, prevention or suppression work; OR Successful completion of a full four year course of study leading to a bachelor’s degree (a) with a major forestry, range management, agriculture or a subject-matter field directly related to the position or (b) that included at least 24 semester hours in any combination of the following courses: forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources, outdoor recreation management, civil or forest engineering or wildland fire science. No more than 6 semester hours in math is creditable; OR Possess equivalent combination of experience and education as described above. For example, successful completion of three years of education towards a qualifying bachelor`s degree AND possess least 6 months of specialized experience as described above.

To qualify for the GS-07 level: Applicants must possess at least 1 year of specialized experience equivalent to at least the GS-6 level: Assisting in the monitoring and/or management of public range resources of a specified area by observing, monitoring and reporting special conditions or making recommendations regarding your observations; or conducting range use inspections, determining compliance with allotment plans, investigating or researching rangeland trespass violations or performing the detailed work (including monitoring that requires plant identification and soils classification skills) necessary to complete specific rangeland monitoring or plans for development of an area for proper range management, conservation, and weed prevention; OR Successful completion of one full year of graduate level education in a field related to range work such as a major study in forestry, range management, agriculture or a field directly related to this position that has equipped me with the knowledge, skills and abilities to perform the duties of this position; OR A combination of experience and education to meet the total experience. For example, 6 months of specialized experience as defined in the vacancy announcement and 9 semester hours of appropriate graduate study in the areas described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For volunteer work you must identify the amount of time worked for each volunteer position including the dates (mm/dd/yy) along with the number of hours worked per week. Please ensure this information is clearly listed on your resume.

Selection for this vacancy will be made at the GS-05 or GS-07 grade level. Full performance level is GS-07. The GS-05 grade level comprises an intervening GS-06 grade level career ladder promotion, leading up to the full performance level of GS-07. If selection is made at the GS-5 grade level, once all eligibility requirements are met the incumbent will be eligible for an intervening career ladder promotion to the GS-06 grade level and GS-07 respectively. Selection at a lower grade level does not guarantee promotion to the next higher grade. Promotion is at the discretion of the supervisor and is contingent upon the employee completing the time-in-grade and satisfactory performance requirements, availability of higher level work, and availability of funds.

GS-07 KSAs:
-Knowledge of basic principles of rangeland management.
-Knowledge of processes, methods, and procedures associated with range technician duties (compliance with allotment plans, etc.,)
-Ability to identify major plant species to perform range inventories and/or map weed locations.
-Knowledge of livestock and livestock practices sufficient to identify breeds, approximate age and ownership.
-Skill in operating a computer terminal and knowledge of procedures and functions to execute basic computers functions (entering/retrieving information from GIS, range and other databases, etc.).
