This position is located in the FHWA Intelligent Transportation Systems (ITS) Joint Program Office (JPO).  You will serve as the Chief of Program & Resource Management in the ITS JPO and assists the ITS JPO Director and Deputy Director in providing leadership and management for the Department of Transportation’s ITS program.  You may be asked to act for the Deputy Director or Director in both their absence.  

The Supervisory Transportation Specialist works closely with the JPO Director, Deputy Director, Chiefs of Policy and Research, JPO staff and contractors to manage the day-to-day resource allocation operations of the Office and to support the implementation of program actions in fulfillment of national ITS program objectives. Maintains such budget, financial, contract, human resource and administrative agreements, policies, practices and records as may be required to ensure integrity of operations.

The ideal candidate is experienced in analyzing and reviewing Intelligent Transportation System (ITS) policies and is adept at collaborating with public and private transportation stakeholders on the implementation, commercialization, and communication of ITS policies.

Help

As a Supervisory Transportation Specialist, you will:

  • Develop appropriate mechanisms to prevent waste, fraud and abuse, mitigate risks and instill public trust and to enhance shared knowledge of the financial execution of ITS programs.
  • Manage and oversee budget, financial and contract activities and reporting.
  • Develop, review and maintain historical and forward looking multi-year budget planning and reporting records to achieve departmental ITS program goals.
  • Provide input and guidance regarding the Office’s standard PMO processes.
  • Develop integrated financial and program management reports for the ITS JPO leadership to use in decision-making processes.
  • Ensure integrity and contract compliance of onsite and offsite contractors; enhances and maintains a database of all contracts used to support the ITS program, analyzes incumbent and benefits of contractor support, prepares or reviews technical requirements and descriptions of work to be accomplished.
  • Prepare or review scope of work, evaluation of proposals, reviews contract execution including time lines, deliverables, risk, invoices for payment and performance for a variety of programs varying in scope and delivery.
  • Foster a cohesive office work environment and culture; manage staff development, identify training needs; and supervise staff and onsite contractors as appropriate; assess team building needs and identify team building opportunities; and recommend human resource actions, addresses complaints, grievances, and disciplinary measures.
  • Develop and administer office policies and procedures; provide oversight of office operations; review work hours, telework agreements, and funds for routine and non-routine training, travel, leave, appointments, promotions, and time and attendance for the ITS JPO staff.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  •  Experience managing budgets, contracts, financial procedures, human resources, and administrative practices for an office.

 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
