This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services,State Demonstrations Group.

As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as the Division Director and in that capacity, supervise, direct, plan, and coordinate division staff and activities providing subject matter expertise related to monitoring and evaluation of section 1115 demonstrations.

Duties

Help
  • Providing administrative, policy, and programs objectives, assigning tasks, and evaluating staff work.
  • Planning, organizing, and assigning program/functional areas to subordinate staff, establishing overall internal policies, procedures, objectives, and priorities.
  • Providing direction and overseeing contracts and other operational development and maintenance activities to support the approval, monitoring and evaluation of Medicaid 1115 demonstrations.
  • Leading, planning, coordinating, and managing division staff and activities.
  • Ensuring adherence to sound personnel management practices and procedures; dealing with officials from other work units and providing advice to managers at higher levels in the organization.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.
In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Leading the development and/or implementation of policy related to monitoring and evaluation of demonstrations under Medicaid or other similar national health insurance program to promote program innovation and improvement in coverage, access to care, health outcomes and program costs; AND (2) Collaborating with stakeholders to assess and address technical needs to ensure successful program administration; AND (3) Directing teams and other resources to establish or enhance a program to support operational advancements needed to accomplish an organization's mission; AND (4) Producing a broad set of technical written products (i.e. health policy statements, special terms and conditions, and guidelines for monitoring and evaluation of demonstration proposals) to ensure accurate policy implementation or compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
