Duties

Help

  • Develops and implements an annual audit work plan, consistent with CNCS-OIG strategic priorities, that addresses high-risk/high-impact issues, major management and financial challenges and significant risks affecting CNCS programs, activities and operations, and responds to the interests and needs of the Inspector General, CNCS leadership and Congress.
  • Oversees the conduct of audits, reviews, evaluations and other analytical work and directs the preparation of clear, objective and actionable reports and recommendations to improve CNCS programs, activities and operations, as well as those of the organizations that receive funding from CNCS, and monitors the disposition of report findings and recommendations. Plans and reviews work of senior audit managers, sets priorities and goals, establishes deadlines and ensures timely completion of work assignments.
  • Directs and oversees the preparation of the Audit Section of CNCS-OIG's Semiannual Reports to Congress, as well as the timely and accurate submission of information to Oversight.gov.
  • Directs and manages the development and implementation of policies, procedures and methodologies for use by audit staff and independent public accountants (IPAs) that perform financial, attestation and performance audits and evaluations and other reviews designed to promote economy, efficiency and effectiveness and to detect and prevent fraud, waste, abuse and mismanagement in the programs, activities and operations of CNCS.
  • Oversees a quality control system designed to ensure that all audits are performed in accordance with the Inspector General Act of 1978, as amended, Generally Accepted Government Auditing Standards promulgated by the Comptroller General of the United States, standards adopted by the Council of Inspectors General for Integrity and Efficiency (CIGIE) for audits and evaluations, ethical standards, and applicable legal and regulatory requirements, as appropriate.
  • Knows and understands the Federal acquisition process for contract audit and evaluation services under the Federal Acquisition Regulation, and can become certified to serve as a Contractive Officer's Representative (COR).
  • Develops, recommends and implements performance-based metrics for audit staff that effectively measure their accomplishments.
  • Knowledge and understanding of the Uniform Grant Guidance, 2 C.F.R. 200, and its applicability to federal grant programs.
  • Carries out the full range of supervisory duties.

Qualifications

In order to meet the basic requirement for this position, applicant must meet A, B, C or D:

A. Degree in accounting or a related field, such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, 24 semester hours in accounting or auditing courses, which may include up to 6 hours of business law.

C. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, you must have certification as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (A current, unexpired copy of your certificate or other proof of these credentials must be submitted with your application package or you will be eliminated).

D. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed in response (A) above, however, you must have successfully worked at the GS-15 level or equivalent, in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining. (A panel of at least two higher level professional accountants or auditors will review your qualifications to determine that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph and, except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements).

In addition to meeting the requirements above, all applicants must have one year of specialized experience comparable in scope and responsibility to the lower pay range of the NY-04/NX-01 level, which is at, or equivalent to the GS-14 level in the federal service that demonstrated directly related experience that includes simultaneously managing multiple complex performance, financial and attestation audits using government auditing standards and other legal, regulatory and administrative requirements; and, building consensus in planning, conducting and reporting on audits, as well as gaining stakeholder support for implementation of recommendations.

Preferred Qualifications:

  • 10+ years progressive experience managing and leading an audit organization or a major audit unit
  • Expert knowledge of the Inspector General Act, as amended, and the Council of Inspectors General on Integrity and Efficiency (CIGIE)
  • Substantial experience in auditing Federal grants, including familiarity with the Uniform Grant Guidance issued by OMB
  • Licensure as a Certified Public Accountant (current and unexpired)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.
