Summary

The Office of Terrorism and Financial Intelligence (TFI) uses a broad range of authorities and tools to identify, disrupt and dismantle threats to the U.S. and international financial system while protecting it from abuse by illicit actors. The Office of Foreign Assets Control (OFAC) is an office within TFI that administers and enforces economic and trade sanctions based on U.S. illicit finance and national security goals against rogue or corrupt regimes, terrorists, weapons proliferators, human rights abusers, international narcotics traffickers, and other threats to the national security, foreign policy or economy of the United States. In carrying out its responsibilities, OFAC collaborates closely with other components of TFI, namely the Office of Intelligence and Analysis (OIA), the Office of Terrorist Financing and Financial Crimes (TFFC) and the Financial Crimes Enforcement Network (FinCEN) to strategically calibrate and implement authorities for maximum impact, maintaining economic statecraft that is both agile and strategic.

OFAC acts under Presidential national emergency powers, as well as authority granted by specific legislation, to impose controls on transactions and freeze assets under U.S. jurisdiction. Many of the sanctions are based on United Nations and other international mandates, are multilateral in scope, and involve close cooperation with allied governments. The Director of OFAC leads in the strategic development, planning, resource allocation, and management of these multi-disciplinary functions and serves as an important liaison with interagency partners including the law enforcement community, regulatory agencies, regulated financial industries, and international partners.

The Director of OFAC leads the development of strategic plans, policy development and operational implementation to enhance the capacity to administer and enforce economic and trade sanctions based on U.S. foreign policy and nationals security goals against targeted foreign governments, individuals and entities. Recognizes the nature of economic and political impact of potential actions and decisions, including the potential for any adverse effect on U. S. international financial relations, U.S. domestic security, and achievement of our nation's foreign policy objectives, and is able to clearly and effectively present Treasury positions in the U.S. interagency as well as the international environment.

Supervises a professional workforce engaged in law enforcement, compliance, policy, and regulatory program efforts. In particular, the Director works in close coordination with Treasury leadership to ensure the effective implementation of Treasury priorities in the field of sanctions, compliance, enforcement and regulation. Provides executive level guidance to subordinate managers concerning program priorities and direction and deciding courses of action. Oversees the development and application of operational policies and programs that impact the staff. Makes decisions on issues presented by subordinate deputies or managers, evaluates the performance of those reporting directly, and reviews the performance evaluations made by subordinate managers of other employees. Oversees the conduct of business in a manner that is ethical, effective and efficient, encourages high productivity and resolves impediments. Promotes and oversees efforts to assure equal opportunity within OFAC and as a direct impact of OFAC programs.

Proposes programs or major projects to be initiated, dropped or curtailed and appropriate timing. Justifies the allocation of resources for OFAC programs and identifies priorities. Determines the organizational structure and functional responsibilities of OFAC elements. Reviews and decides whether changes are needed and obtains administrative approval, adjustments, and delegated authority levels. Conducts extensive evaluation of program goals and objectives and directs adjustments to assure compliance with the rapidly changing and expanding mission. Obtains commitment from Department of the Treasury offices to pursue and implement OFAC initiatives and to assign sufficient staff to assure success.

Participates actively in liaison with executives of law enforcement and intelligence agencies, domestic and abroad, as well as regulatory officials, representatives of banks and other non-bank financial institutions, and representatives of foreign governments. Encourages and negotiates effective working relationships and partnerships to coordinate and maximize efforts of all of these communities. Oversees efforts to encourage and assist in the development of similar programmatic capacities in allied countries and in the appropriate sharing of information.

Recommends to the Department of the Treasury major legislation concerning OFAC operations. Assists in negotiations when appropriate. Directs staff in the review and comment on proposed legislation that would impact on the concerns of OFAC and directs the implementation of provisions of legislation that apply to OFAC.

Determines OFAC's role, responsibilities, priorities, and direction to address threats to the U.S. foreign policy and national security, which requires access to highly sensitive compartmented (TS/SCI) information. Leads internal, intradepartmental, and interagency meetings at the TS/SCI level regarding the implementation, administration, and enforcement of economic sanctions programs in furtherance of U.S. foreign policy, national security and other topics relevant to OFAC’s mission. Also participates in continuity of operations planning, and operational and information security matters that involve Top Secret and SCI information

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Comprehensive knowledge of foreign policy and national security issues as they relate to economic sanctions and how they impact U.S. business and financial communities.

MTQ 2- Experience in exercising discretion and responsibility for selecting and defining policy, technical and programmatic objectives while providing executive leadership in implementing U.S. economic sanctions to further U.S. foreign policy and national security.

MTQ 3- Familiarity with laws- and with the implementation of laws- related to U.S. economic sanctions, such as the International Emergency Economic Powers Act, Trading with the Enemy Act and Foreign Narcotics Kingpin Designation Act.

MTQ 4- Management ability to develop, direct, lead, organize, review and provide technical and administrative supervision for a multi-disciplined staff directly engaged in the investigative and program implementation and administrative work supervised by this position.
