Help

As an IT Specialist, you will perform the following duties:

  • Develop and implement technology solutions with responsibility for reviewing and approving new information technology (IT) alternatives to increase operability. Evaluate organizational data needs and participate in security strategies.
  • Develop plans for information technology (IT) projects and programs, determining factors such as project scope, specifications, costs, work plans, and materials.
  • Provide applications and program support to users by performing installation, configuration and software maintenance of existing applications programs and develops programs and scripts as needed in both UNIX/LINUX and Windows environments.
  • Analyze user and system requirements; determine input/output media formats; evaluate software and hardware solutions; write and modify code, program and scripts and performs testing and debugging to ensure software meets intended requirements and security.
  • Develop and implement programs to ensure system security.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: http://www.opm.gov/qualifications.

IT COMPETENCIES: For all positions, individuals must have IT‐related experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Analyzing and advising on information technology systems, including IT security;
  • Installing, configuring, and maintaining software in UNIX or LINUX environments and Windows environments; and
  • Coordinating the development of IT standards, guidelines or policy.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

CTAP applicants MUST submit the following documents:

  1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.  The categories are “gold”, “silver” and “bronze”.  However, your resume or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

  • Ability to provide detailed reports about system requirements, suggest possible changes, participate in end user training sessions, and direct and create opportunities for growth for subordinate IT staff.
  • Skill in the implementation of projects relating to software, hardware, networks, or other IT systems.
  • Ability to advise scientific and technical staff on IT use and considerations affecting budget and resources.
  • Knowledge of design principles and operating practices for Information Technology equipment, software, telecommunications, networking and security.
  • Ability to provide quality assessment and assurance for the operation of Information Technology services and programs.
  • Knowledge of modern systems concepts, interfacing and operating characteristics and operating software.
