The Office of Labor-Management Standards (OLMS) administers certain provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) which primarily establishes standards for private sector labor organization democracy and financial integrity, and requires reporting and public disclosure of labor organization and other reports. OLMS also administers related laws that apply similar standards of conduct to Federal sector labor organizations. OLMS' primary mission is to ensure labor organization democracy, promote financial transparency, and detect and investigate embezzlement of labor organization funds and other criminal and civil violations of the LMRDA and inside the bargaining unit.  

This position is located in the Department of Labor, Office of Labor-Management Standards, Dallas-New Orleans Field Office, in New Orleans, Louisiana or Dallas, TX. *Only 1 position will be filled either in New Orleans, Louisiana or in Dallas, Texas. 

This is an appointment under the DOL Recent Graduates program.  The program duration is one year.  Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.  

Appointee must sign a DOL Pathways Recent Graduate Program Participant Agreement.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program.

If converted to a permanent position, the anticipated target position will have a promotion potential to GS-12.  Promotion Potential:  There is no obligation to provide future promotions to you if you are selected.  Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

Duties

For the GS-05: The duties at the GS-05 level are essentially the same as the GS-07, but are more developmental in nature.

For the GS-07: Provides support to higher-grade Investigators by performing developmental assignments to facilitate the efforts of investigative/audit teams. Conducts searches for information from labor organization financial reports, union constitutions and other documents. Organizes information to assist in preparations for civil and criminal investigations. Participates in the planning portions of straight-forward civil and criminal investigations and compliance audits of local unions. Conducts assigned portions of compliance audits and criminal and civil investigations of union operations or financial practices. May perform specific monitoring duties during supervised union elections related to compliance with LMRDA and related laws. With the assistance of a supervisor or a higher-grade Investigator, conducts specifically selected, straightforward civil and criminal investigations, compliance audits, and routine enforcement activities that provide the employee with an opportunity to strengthen investigative skills. Typical assignments involve analysis of the operations of small to moderate sized local unions where the required facts and evidence are available through the application of standard investigative techniques and established methods and procedures. Conducts compliance assistance, participates in liaison activities and serves as a team member in enforcement activities as well.

Qualifications

For GS-05: Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.

For GS-07 Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision (S.A.A.) and a completion of a bachelor's degree.

To meet the Superior Academic Achievement (S.A.A.) which recognizes college or university students who have achieved superior academic standing as evidenced by one of the three methods described below. 

*S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.Grade-point average (G.P.A.)
  2. Applicants must have a grade-point average of:
    a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below:

Meet the definition of a Recent Graduate and have the creditable specialized experience below:

Performed developmental assignments to facilitate the efforts of investigative or audit teams. Performed record searches at courthouses, educational or financial institutions.  With assistance of a supervisor conducted straight-forward investigations, or audit activities that provided the employee with an opportunity to strengthen investigative skills. Analyzed and summarized facts in writing related to transactions or allegations. Drafted portions of reports and basic audit findings for use in final reports. Researched background information, financial data, official documents, and computerized reports to extract pertinent data.

Education

To be eligible for appointment, you must meet requirement a or b:

a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.

To use your education as a basis for meeting the minimum qualification requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements.
