Duties

Help
  • Provide leadership and direction on all matters related to the development and management of technology transfer, intellectual property, patenting and licensing.
  • Draft and negotiate Cooperative Research and Development Agreements (CRADA's), provide for the disposition of parties' rights to intellectual property, and permit the exchange of scientific and technical personnel.
  • Develop and conduct educational programs to train scientific and administrative staff on technology transfer issues such as inventions, patents, licensing, transfer of confidential information, data, and research materials.
  • Prepare and present operational and management evaluations and reports on agreements for technology transfer including CRADA's, clinical trial agreements, material transfer agreements, data transfer agreements and confidential disclosure agreements.

Qualifications

EDUCATION REQUIREMENTS:
Successful completion of a 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with a major field of study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position.

IN ADDITION TO THE EDUCATION REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to: providing leadership and direction on all matters related to the development and management of technology transfer, intellectual property, patenting and licensing for a biomedical research organization; negotiating agreements for clinical trials, transfers of research materials, and exchange of confidential information; developing and implementing technology transfer initiatives, strategic partnerships and alliances, and new polices for the transfer of technologies to advance science and public health; advising on matter involving domestic and foreign patent rights, polices and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
