This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the opioid crisis, which has caused a public health emergency. As such, all applicants who meet the public health competencies and the minimum specialized experience qualifications related to opioid addiction, prevention, and treatment service delivery will be referred to hiring managers for further consideration.

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst providing support for the opioid epidemic, you will perform analytical work contributing to planning, development, execution and improvement of national health programs in the field of opioid abuse treatment. Your responsibilities require a keen understanding of the interrelationships with opioid addiction, prevention, treatment and related public health organizations and stakeholders at the Federal, State, and local level.

Specifically, you will:

  • Identify emerging health issues and developments in public health programs, especially in the substance abuse arena, including opioid use disorders.
  • Utilize experience, judgment, and knowledge of the principles, theories, concepts and accepted practices related to treatment models to develop opioid treatment programs and ancillary services.
  • Develop and implement strategies to disseminate knowledge obtained through program developments in order to advance program goals and objectives to meet public needs for opioid abuse treatment projects and related initiatives.
  • Serve as a point of contact for information related to opioid program evaluation activities and in the measurement of program outcomes.
  • Analyze and identify specific concerns or conditions of relevance and importance to the mission and activities of the organization.
  • Monitor trends and encourages program approaches, using state-of-the-art and science innovation
  • Represent and communicate the ideas and priorities of the organization pertaining to public health programs, including substance abuse and opioid treatment programs.
  • Identify operational project needs and resolve issues in collaboration with the appropriate program officer or grant management and contract management official.
  • Conduct site visits as required.

BHW helps America build a health care workforce prepared and eager to improve the public health by expanding access to quality health services and working to achieve health equity.

Bureau of Primary Health Care -
BPHC funds Health Centers in communities, providing access to high quality, family oriented, and comprehensive primary and preventive health care for people who are low income, uninsured, or living where health care is scarce. Health centers provide care on a sliding fee scale and see patients without regard for their ability to pay.

Federal Office of Rural Health Policy -
FORHP promotes better health care service in rural America. The Office works both within government at federal, state and local levels, and with the private sector, with associations, foundations, providers and community leaders to seek solutions to rural health care problems.

Maternal and Child Health Bureau -
MCHB administers the Maternal and Child Health Block Grant to States and discretionary grants that ensure that the Nation's women, infants, children, adolescents, and their families, including fathers and children with special health care needs, have access to quality health care.



To qualify for this position, you must meet ALL of the following requirements by the closing date: 06/08/2018

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In order to qualify for this GS-12 Public Health Analyst position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  1. Monitoring opioid addiction, prevention, and treatment services programs for effectiveness and provide reports on potential issues, deficiencies, etc.;
  2. Collecting and compiling qualitative and quantitative data related to opioid addiction, prevention and treatment service delivery data and provide summary report of findings; and
  3. Providing technical assistance and guidance to internal and external stakeholders at the state and local level on public health legislation, policies, procedures and regulations related to the opioid health crisis.

In order to qualify for this GS-13 Public Health Analyst position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  1. Conducting short and long term strategic planning for opioid treatment service delivery programs, initiatives and special projects;
  2. Establishing program standards, policies, strategies, goals, and evaluation plans for opioid addiction, prevention and treatment programs;
  3. Collecting and interpreting data and information related to cultural, environmental, social, economic, and other factors that impact opioid service delivery programs to identify and implement solutions; and
  4. Coordinating and leading workgroups, focus groups, learning sessions, etc. for stakeholders at state and local levels to facilitate the promotion and improvement of opioid service delivery programs public health programs to underserved populations.


Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PROGRAM MANAGEMENT - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
