Summary

This position is located with the U.S. Census Bureau's Regional Census Center (RCC) located in Center City Philadelphia, PA. The Administrative Specialist is responsible for planning, organizing and managing the administrative functions of the RCC.

This is a Time Limited Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management’s discretion

A trial period may be required.

This is a NON-BARGAINING unit position.

Relocation may be paid.

The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

Help

The individual selected for this position will:

  • Plan, organize, direct and manage the administrative functions of the Regional Census Center.
  • Directly supervises 2-3 clerks, assigns and reviews work for procedural accuracy, answers technical personnel/payroll questions through research using federal personnel guidelines, accounting procedures and manuals, etc.
  • Develop procedural instructions, draft guidance for administrative support functions, and develop spending plans and authorization, revising it as funds and workloads shift.

EXPERIENCE: Applicant must have one year of specialized experience equivalent to the next lower grade level that provided knowledge of two or more administrative support areas as personnel and payroll, recruitment, testing, and selecting, equal employment opportunity, finance, accounting, procurement, supplies, space, and/or leasing, or contracting, and the ability to provide advice and guidance on administrative matters.

OR 

EDUCATION: Two full years of graduate education or master’s degree directly related to the position.

EXPERIENCE: Applicant must have one year specialized experience equivalent to the next lower grade level that demonstrates the ability to provide administrative support services in two or more areas, such as personnel and payroll, recruitment, testing, and selection, equal employment opportunity, finance, accounting, procurement, supplies, space and/or leasing, or contracting, and the ability to provide advice and guidance on administrative matters.

OR

EDUCATION: Three full years of graduate education or the Ph.D., directly related to the position.

EXPERIENCE: Applicant must have one year of specialized experience equivalent to the next lower grade level that demonstrates the ability to provide administrative support services in two or more areas such as personnel and payroll, recruitment, testing, and selection, equal employment opportunity, finance, accounting, procurement, supplies, or contracting and the ability to provide advice and guidance on administrative matters, or the ability to manage, assign work, set priorities, prepare schedules, evaluate performance and provide instruction and training.

EDUCATION: No substitution of education for experience is permitted.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of administrative support areas such as personnel, payroll, recruiting, performance management, operational cost and progress, supply and space management, security, safety, accident reporting, and telephone communications.
  • Ability to provide guidance, instruction and training to employees for successful job performance.
  • Ability to perform activities relating to administering time and attendance regulations.
  • Knowledge of the policies, precedents, goals and objectives, regulations and guidelines of the federal budget process.
