Help

The Deputy Inspector General is responsible for assisting the Inspector General (IG) in providing the overall direction and management of the Office of Inspector General (OIG) of the United States Agency for International Development (USAID). The Inspector General Act (as amended) requires the OIG to perform audits and investigations to help prevent and detect fraud, waste, and abuse in the USAID’s programs and operations and to help improve the economy, efficiency, and effectiveness of foreign assistance programs and operations. In addition to providing oversight of USAID, the OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), the Millennium Challenge Corporation (MCC) and the Overseas Private Investment Corporation (OPIC). The Deputy Inspector General assists the Inspector General in the oversight of all core OIG functions and is Acting Inspector General in the IG’s absence.

Major responsibilities of the Deputy Inspector General include, but are not limited to the following:


  • Responsible to the Inspector General for oversight of the OIG’s activities relating to audits, IT audits, evaluations, attestations, inspections, evaluations, and other reviews, as well as criminal and administrative investigations of alleged fraud, waste, abuse, and mismanagement related to the programs and operations of USAID, USADF, IAF, MCC and OPIC.
  • Assists the Inspector General with OIG strategic and tactical planning in association with other senior leaders and in the review and approval of OIG products and reports.
  • Subject to the broad guidance of the Inspector General, directs and controls the operational activities of the OIG, including the allocation and use of the OIG’s budget, equipment, space, and human resources.
  • Assists the Inspector General in budget preparation and staff selection and other employee actions.
  • Ensures that appropriate policies and procedures have been established to guide OIG operations and activities.
  • Finalizes staff performance evaluations of all staff except those staff that report directly to the Inspector General. Assists the Inspector General in determining annual salary actions for all OIG staff. Provides leadership to OIG executives and staff for promoting cross-organization coordination, advancing inclusivity in decision making, and encouraging innovation.
  • Represents OIG interests across government and the oversight community.
  • Presents OIG work and best practices at external and internal conferences, workshops, and other forums.
  • Serves as spokesperson and chief executive officer for the OIG in the Inspector General’s absence.
  • Other duties as assigned.

Must be able to obtain and maintain a top-secret / SCI security clearance.

In addition to the above, you must possess all of the mandatory executive core and technical qualifications to meet the minimum qualifications for this position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. ECQ write-up cannot exceed 10 pages.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs)

TQ1.
Expert Knowledge of professional audit and/or investigative standards as applied to complex programmatic and operational audits and evaluations, and/or criminal, civil and administrative investigations, contract grant fraud, other white collar crimes including employee ethics violations, and federal regulatory violations.

TQ2. Proven ability directing the operations of a foreign affairs organization to ensure all activities comply with applicable laws, regulations, standards, and procedures. Such activities include budget, human resources, acquisition and procurement, legal affairs, quality assurance processes, and workforce training and development.

TQ3. Demonstrated ability inspiring innovative business practices that have improved the efficiency and effectiveness of operations, work processes and products and workforce engagement.

B. MANAGERIAL REQUIREMENTS - EXECUTIVE CORE QUALIFICATIONS (ECQs)

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Applicants currently serving under a career appointment within the Senior Executive Service (SES), those who are eligible for reinstatement into the SES, or those who have successfully completed an SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM), are not required to address the ECQs but must address the TQs. These applicants must submit proof of their status to be considered eligible for the position. Proof consists of an SF-50 showing career status in the SES or reinstatement eligibility, or documentation from the CDP showing OPM certification of your ECQs. Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.

Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Education

A bachelor’s degree or higher and ten or more years of experience in the fields of accounting, auditing, financial analysis, law, management analysis, public administration, investigations, or related field of study.
