Summary

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

This position is located with the Northern Research Station, Hubbard Brook Experimental Forest in North Woodstock, NH.
 
This position serves as a Hydrologist with the Northern Research Station, Center for Research on Ecosystem Change Work Unit, with responsibility for assisting in, conducting, interpreting and reporting hydrologic research in northern forest ecosystems.

The Hydrologist participates in hydrologic investigations and studies required for planning and design of long term environmental monitoring programs and multi-purpose projects focused on physical and chemical components of the hydrologic cycle, including precipitation, streamflow, soil water, ground water, evaporation and transpiration.

This position records study results that include evaluation of data, trend analysis, and recommendations, and interpret the findings in terms of scientific significance. The Hydrologist works with scientists and other staff to devise and perform routine data analysis and synthesis tasks of hydrologic, meteorological and related environmental data and interprets the findings in terms of scientific significance.  

This position consults with other resource specialists in assessing the impacts of proposed programs and projects on watershed values. Represents the agency with various state and federal agencies concerning soils and water issues for environmental programs.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements. Attach university course descriptions as necessary.

Basic Requirements:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

Combination of education and experience -- course work as shown above, plus appropriate experience or additional education.

Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.

Specialized Experience:
GS-09: One year of specialized experience equivalent to the GS-07 grade level.

Specialized experience is defined as:

 - Assisting senior hydrologists by carrying out routine projects.

 - Assisting in implementing well-established hydrology programs or projects.

 - Responding to routine questions concerning water flow or circulation.

 - Collecting and analyzing water samples.

Successful completion of 2 years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree, courses are to be related to the position to be filled.

-OR

A combination of education and experience listed above.

GS-11: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); 

-OR

an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Specialized Experience:
GS-11: One year of specialized experience equivalent to a GS-09 grade level.

Specialized Experience is defined as:

- Selecting standard methods and procedures to plan and carry out routine hydrologic projects.

 - Collecting, analyzing and utilizing hydrologic data, such as precipitation, streamflow, groundwater, and transpiration.

 - Assisting in studying the impact of natural and/or man-made disturbance on water flows and water quality in forested catchments.

 - Compiling hydrologic data and contributing to reports for scientific and environmental monitoring programs.

**Note degree programs in Oceanography or Mathematics are not qualifying as substitution of education for experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
