Duties

Help
  • Serves as a financial specialist to the CMO on issues such as budgeting techniques, financial management products, resources distribution, program priorities and development of financial plans
  • Provides the full range of financial services to include financial management, trend analysis, cost performance, budget guidance and advice to management.
  • Participates with management in preparing detailed cost estimates, program plans/reports and/or schedules for programs
  • Performs research to obtain a variety of cost schedule and performance data; thoroughly analyzes data to derive relationships involving system parameters, schedule and cost variances.
  • Manages the government purchase card
  • Administers the Defense Travel System (DTS) program and reconciles financial discrepancies
  • Completes a monthly financial obligation plan and a status of funds report
  • Performs budget formulation work by researching, analyzing budget estimates, summarizing, compiling data involving obligations, expenses and line item information for cost benefit analysis
  • Evaluates the effect of cost and program changes on the budget execution process
  • Participates in the monitoring of year-end closing to ensure proper and full use of provided funds.

  • If selected, you will be subject to a Single Scope Background Investigation (SSBI), Must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information (SCI) access
  • Along with SPECIAL ACCESS PROGRAM (SAP) access and eligibility in order to fully perform the duties and responsibilities of this position.
  • The clearance process can take 120 days or longer to complete. This position requires prepublication review.

  • This position requires a random Counter-Intelligence Scope Polygraph examination.

  • DoD Financial Management Certification level 2 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-01. Specialized experience is defined as: Experience that involved financial knowledge in order to perform various financial management functions involving the formulation, justification, and/or execution of budgets, cost estimates and cost analysis for organizations, programs or projects; experience administering the Defense Travel System (DTS) program and reconciles financial discrepancies; experience in managing the government purchase card system.

Education can be substituted for experience.
