This position is located in Alexandria, VA with the Department of Defense Office of Inspector General (DoD DIG), Mission Support Team (MST), Continuity, Safety, and Deployment Division (CSDD). The incumbent will be the Continuity Program Manager with full responsibility for the development and execution of policies, plans and programs necessary for continuity planning and operations for OIG.

Duties

Help

Duties as a Continuity Program Manager include:

  • Establishes and implements an agency-wide continuity program consistent with Federal and DoD requirements and policies.
  • Designs, documents, and implements policies and procedures for continuity planning; coordinates with and obtains input from OIG senior management, explaining and interpreting continuity requirements and processes, maximizing their integration with mission and line functions and minimizing potential negative effects and compromise in operations or mission accomplishment.
  • Establishes and oversees tests and exercises of continuity plans and operations and develops and conducts training.
  • Has primary responsibility for OIG operations during a continuity incident or crisis; activates continuity plans and adapts plans as necessary during the incident to minimize disruption to OIG operations; manages reconstitution of the agency following incident.
  • Administers the personnel accountability program for the OIG, complying with DoD policies and procedures for data collection and management; testing and reporting; and developing procedures for any requirements specific to the OIG.

The incumbent must adhere to the DoD Standards of Conduct.
Position has been designated as Sensitive Compartmented Information (TS/SCI). Incumbent is required to obtain and maintain a Top Secret/SCI.
If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326.).

Qualifications

You may qualify for the GS-13 level, if you fulfill one of the following qualifications requirements:

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: 1) planning and coordinating continuity of operations (COOP) programs; 2) conducting crisis action planning; 3) developing programs and policies for extraordinary emergency conditions; 4) designing and conducting exercise drills for continuity of operations; and 5) collaborating with stakeholders in continuity program and processes.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
