The incumbent will be responsible for leading multiple engagements at a time and for rapidly responding to emergent issues of high interest to management and the Inspector General. The issues may require close collaboration with other SIGAR directorates and executive agency officials. In order to complete assignments, the incumbent will perform the following:
Conduct research and analysis on assigned issues. Incumbent must be adept at establishing mutually beneficial professional relationships and proactive in sharing information that has been gathered from their research. The incumbent must be resourceful in the references and research venues used to ascertain information that is germane to the subject under review.
Coordinate and liaise with all Directorates that have pertinent information on the issue at hand. The incumbent will also be required to work outside of SIGAR to obtain information from other agencies that is critical for accomplishing their assignment. Must be able to work well both individually and in a close team environment while under deadlines to produce a product on the assigned task.
Assignments may covers a variety of actions, including comprehensive reviews of wide-ranging reconstruction projects or programs, Congressional requests, specific audit/investigative analyses, hot-line and other referrals, materials for testimony /briefings, etc.
Reviews projects and programs for indications of and vulnerability to fraud, waste, and abuse of funds appropriated for reconstruction efforts. Creates and executes queries; performs extensive data mining; identifies trends within data for further investigation and assess risk; researches and examines source systems and documentation; prepares reports of findings for Congress and the Executive Branch.
Reviews, analyzes, and evaluates data on various topics and develops findings and suggested remedial actions based on the analysis.
Expert knowledge and skill in applying analytical and evaluative methods and techniques to complex projects from the preplanning phase through completion and final delivery of the product/service.
Extensive experience managing multiple projects and achieving stated goals and requirements.
Expertise in interpersonal techniques to meet and deal effectively with others at all levels of authority and exert a positive influence.
Extensive experience communicating technical information orally and in writing in preparation of required reports.
Must have an understanding of Government Agencies and their operations such as budgeting, funds flow, interrelationships, etc.
Must be skilled in interviewing techniques required to obtain data from various people and sources.
Experience background in either Audits or Investigations in an Inspector General environment is desirable.
Experience in Afghanistan or reconstruction is desirable.
