Summary

About the Position: Serve as a Human Resources Specialist providing personnel advisory services to management of serviced activities on Classification and Recruitment & Placement issues. This Civilian Personnel Support Activity provides human resource advisory and operation to Headquarters, U.S. Army Corps of Engineers (HQ USACE), other Corps activities in the National Capital Region and in overseas contingency areas of operation.

This position will be filled on a permanent basis.

Duties

Help
  • Provide civilian position management and classification support to assigned organizations.
  • Apply a thorough understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions.
  • Assist managers in position description construction and content and to expedite recruitment.
  • Advise management on a wide range of civilian staffing issues such as recruitment methods, special pay incentives, special placement programs, deployments and workforce shaping.
  • Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that help in filling vacancies, staffing the organization, and in improving employee retention.
  • Compose and post vacancy announcements, review applications for minimum qualifications, and issue certificates/referrals using merit promotion rules, regulations and procedures.
  • Ensure priority consideration programs are appropriately utilized.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience with non-routine classification requests/advisories; high level staffing advisories and action; Quality Control Reviews/audits; resolving complex pay inquires dealing with return rights and overseas entitlements; utilizing automated systems such as Inbox Statistics, BOXI, USAS Reports, AutoNOA, CIV-PRC Audit Tool, etc.; developing and conducting internal team training and briefings for management; and proficiency in production management and USAS production. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

For this grade level and position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
