Duties

Help
  • Supervises a team analyzing sensitive, complex investigations into allegations involving DOD officials and special assignments, as directed.
  • Processes or analyzes classified hotline complaints relating to intelligence matters using systems that disseminate and store SCI information.
  • Supervises a team conducting analysis of preliminary inquiries to determine whether issues have merit, have already been investigated by another organization, and if more formal inquiry is appropriate.
  • Ensures complaint information is properly coded and entered into the hotline database.
  • Analyzes hotline reports and findings of investigations to ensure compliance with established guidelines. Recommends further action, policy or process improvements if necessary.
  • Conducts oversight reviews of inquiries conducted by Inspectors General of the Military Departments and Defense Agencies.
  • Maintains contact with DoD OIG staff offices and designated officials.
  • As necessary, briefs DoD OIG management, other senior DoD officials, Members of Congress and their staff on the status and results of investigations, oversight reviews, and special projects.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) Security Clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD OIG).
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD,
  • unless deemed appropriate on a case-by-case basis by the gaining Component.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • Required to submit a financial disclosure form at time of appointment and annually.
  • Recruitment incentives MAY be paid.
  • Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.
  • Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.

Qualifications

You may qualify for the GS-14 level, if you fulfill one of the following qualifications requirements:

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: planning and conducting or analyzing complex investigations, to include: analysis of witness interviews, gathering and analyzing relevant evidence; and developing office strategic plans, policies and processes; experience analyzing completed administrative inquiries into allegations of misconduct by DOD officials; experience prioritizing investigative workloads, including analyzing all aspects of fieldwork and written reports of inquiry to ensure adherence to the Quality Standards for Hotlines within DoD Components; expert knowledge and execution of the DoD Hotline Standard Operating Procedures and expert skill utilizing all aspects of the DoD Hotline case management system; expert knowledge and operation of website to intake complaints and protect the identity of persons making such complaints, ensuring compliance with the provisions of identity and information protection within the Freedom of Information Act (FOIA), Privacy Act (PA), and the IG Act of 1978.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
