The Department of Justice (DOJ), Office of the Inspector General (OIG) is one of the premier federal inspector general offices, and performs audits, evaluations, investigations, and special reviews of the personnel and programs of the DOJ components. The OIG is an independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs. This position is located in the OIG's Oversight and Review (O&R) Division.

The Assistant Inspector General (AIG), Oversight and Review (O&R) Division establishes program policies, objectives and priorities, and participates with the Deputy Assistant Inspector General, O&R Division to develop O&R's strategic plan for the accomplishment of OIG's mission.

Duties

Help

The Assistant Inspector General (AIG), Oversight and Review (O&R) Division position is in the Senior Executive Service (SES). The incumbent will exercise executive leadership, direction to a staff of attorneys, investigative personnel, and analysts who conduct O&R review and investigations. The incumbent provides advice and assistance to the Deputy Inspector General and Inspector General on key issues affecting the division. Specific duties include, but are not limited to the following:

  • Review potential investigative matters and requests for OIG assistance, and advises the IG on a recommended course of action in response.
  • Oversee Division assignments on matters from routine channels such as the OIG hotline or mail.
  • Provide overall management and supervision of Division assignments which may be performed using some or all of the disciplines available from O&R Division staff and may also be performed using employees from other OIG components, or from external sources, according to the nature of work required.
  • Work closely with the IG in identifying matters appropriate for O&R Division's review. In most instances, matters are direct assignments by the IG in response to the Attorney General or Deputy Attorney General requests; congressional hearings or particular public concerns.
  • Exercise flexibility and innovative resourcefulness to design and manage diverse talents and tasks to complete assignments of great variety, often under urgent timeframes. The assignments often involve extremely sensitive, complex and controversial investigations of department operations and personnel. Certain investigations require the exercise of extreme discretion, tact and diplomacy and excellent judgment.
  • Exercise skill and leadership by personal example to ensure that these investigations are conducted with a high degree of professional competence, objectivity, and flexibility.
  • Performs other duties as assigned.

Qualifications

This position is in the Senior Executive Service (SES). As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, in addition to a J.D., applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Mandatory Technical Qualification(s) Executive Core Qualifications - Mandatory

  1. Substantial, demonstrated experience in leading, managing and supervising broad-ranging, complex, and highly technical reviews and investigations, of an Office of the Inspector General, Internal Affairs Office, Office of Professional Responsibility or any other comparable environment of a large organization or agency.
  2. Substantial experience in leading, managing and supervising the organization, drafting, editing and publication of detailed reviews and reports of investigations.
  3. Ability to communicate effectively and work constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.

Executive Core Qualifications - Mandatory:

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:

  • You are currently serving under a career Senior Executive Service (SES) appointment,
  • You are eligible for reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

Education

This position requires a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association.

Veteran's Preference does not apply to the SES.

A one-year SES probationary period is required unless previously completed.

Applicants will be evaluated on the quality and extent of total accomplishments, experience and demonstrated executive-level qualifications. An SES rating and ranking panel will review applications to determine the highly qualified candidates. An Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
