Help

As a legal adviser within the AMC Legal center located at Aberdeen Proving Ground, MD you will advise on all types of installation administrative, civil, and fiscal law issues, including, but not limited to, AR 15-6 investigations, contract and fiscal law matters, official misconduct matters, and myriad other administrative, civil, and fiscal law issues. Primary areas of legal practice are government procurement law and labor employment law. Some the major duties you will perform include the following;

  • Serve as acquisition counsel on procurement and contract litigation issues. In this capacity, employee leads and directs the preparation, negotiation, and review of contracts and other legal agreements.
  • Provide detailed counsel to procurement officials on a broad spectrum of acquisition issues, to include specific high-profile procurements and initiatives.
  • Prepare legal opinions, makes legal decisions, and takes legal actions (within the scope of laws, court decisions and Government directives, regulations, and procedures) in all areas of Federal contract law, fiscal law, and on all types of matters pertaining to procurement and other support operations.
  • Review contract documents involving pre- and post-award phases of the contracting process for legal sufficiency and business judgment, to include solicitations, source selection documents, amendments, contract awards, award fee determinations, modifications, contract terminations, and ratifications of unauthorized commitments.
  • Research, identify, and interprets statutes, court and Comptroller General decisions, and Government regulations with respect to all procurement actions and issues.
  • Provide legal advice to contracting officials, managers, and members of the command group in areas that have direct DA and DoD impact.
  • Provide oral and written advice concerning civilian personnel law, employment discrimination law and all labor relations matters.
  • Review proposed activity regulations for legal sufficiency and impact on other regulations.
  • Practice preventive law by informing management of the impact of changes in civilian personnel and labor law and regulations; advising managers and supervisors on the informal resolution of grievances and discrimination complaints; the EEO Office on the resolution of grievances and discrimination complaints; and advising or participating on management negotiating teams before and during union contract negotiations.
  • Maintain close working relationship with and assists in the training of the Civilian Personnel Advisory Center, G-1 and EEO offices.
  • Rendering advice, counsel, and opinions to agency officials, including General officers and SES directors, regarding situations requiring an advanced level of experience and specialized knowledge of law, regulations, procedure, and precedents on all general law issues, including but not limited to constitutional and administrative law, fiscal law issues involving appropriated and non-appropriated funds, standards of conduct for federal employees, FOIA and Privacy Act, and all aspects of federal employment law, including adverse actions, performance management, EEO/EO and MSPB as matters.

The following minimum qualification requirements must be met before applicants are eligible for further consideration. Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following requirements.


- Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

- Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

- Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

To Qualify for the NH-3/GS-13 Level: You must show in your resume and application package two or more years of professional legal experience, commensurate with the duties and responsibilities of the position acquired after being admitted to the bar. NOTE: Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required processional legal experience. You must provide transcripts if using education in lieu of experience.


To Qualify for the NH-4/GS-14 Level: You must show in your resume and application package three or more years of professional legal experience, commensurate with the duties and responsibilities of the position acquired after being admitted to the bar. NOTE: Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required processional legal experience. You must provide transcripts if using education in lieu of experience.
