Summary
The Congressional Research Service (CRS) Government and Finance Division (G&F) is seeking an Analyst in Intergovernmental Relations and Economic Development Policy to serve the United States Congress by providing expertise on policy issues pertinent to intergovernmental relations, economic development, public finance, business development, and job creation. Work may include design and evaluation of options for Congress to inform the debate on economic development policy and related issues.
The ideal candidate will have experience conducting applied analysis that blends an understanding of economic principles with detailed knowledge of public finance and economic development at all levels of government. Experience and expertise with these principles from state and local as well as federal government perspectives is preferred. Specifically, the successful candidate will demonstrate their ability to link knowledge of these principles, policies, and programs with each step of the legislative process. Strong policy research, writing, and presentation skills are essential, as is the ability to work as part of a collaborative team. Experience communicating analytic results through sound, rigorous data visualization best practices is preferred. Candidates with experience explaining complex policies, programs, and economic principles in terms that resonate with audiences without their level of expertise are encouraged to apply.
The analyst will engage in all facets of the research process including but not limited to locating and interpreting factual information, preparing objective, non-partisan written products, and providing personal consultation and assistance to congressional committees, Members, and their staff. In addition, the analyst will participate in or lead team research projects and seminars. The analyst is expected to possess and continue to further develop the skills necessary to provide public policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels.
